Solidarity and creativity in realizing the resolutions of Party Congresses at all levels have opened up a promising development period for Nghe An.
Right from the beginning of the 2020-2025 term, the Nghe An Provincial Party Committee has focused on innovating leadership methods, emphasizing the principle of democratic centralism and strict discipline. By combining the initiative and creativity of Party organizations and Party members with high discipline, the Nghe An Provincial Party Committee has built a united collective for the goal of developing the province. Discussions in the Executive Committee and the Standing Committee of the Provincial Party Committee were organized in a lively and multi-dimensional manner, but once consensus was reached, all worked towards the common goal.
Comrade Thai Thanh Quy - Member of the Party Central Committee, Deputy Head of the Central Economic Committee, former Secretary of Nghe An Provincial Party Committee assessed: "In the 2020 - 2025 term, Nghe An has built a collective of solidarity and high unity for the common goal, especially in the Executive Committee, Standing Committee and Standing Committee; sometimes the discussions were very lively, multi-dimensional, with many different opinions, but when the problem was clarified and the perception was unified, there was a great consensus!".

At the second conference, the Nghe An Provincial Party Committee for the 2020-2025 term approved the Working Regulations to clarify the tasks, powers and responsibilities of each leadership level from the Executive Committee, the Standing Committee, to the Standing Committee of the Provincial Party Committee. This is a very important and timely task because the development and implementation of the working regulations of the Party Committee are decisive for improving the quality of Party organization activities, in order to effectively implement the principle of democratic centralism, ensure the collective leadership role of the Party Committee, promote the individual responsibility of the Party Committee members, especially the leaders, and effectively resolve working relationships.
Through the development and implementation of working regulations and a system of regulations and rules, the Provincial Party Committee and Party committees at all levels have clearly defined the authority and responsibility of collectives and individuals in leading various fields. Assignment, decentralization, delegation of leadership, direction, and management - what content and at what level is under the authority and consideration of the executive committee, standing committee, and standing committee of the provincial, district, and grassroots Party committees; what content and issues are under the authority and management of the government and the responsibility of society.
The Provincial Party Committee and Party Committees at all levels effectively implemented the Action Program to implement the Resolution of the 5th Central Committee (10th tenure) on innovating the Party's leadership method for the activities of the political system. Focused on reviewing, adjusting, supplementing, promulgating new ones, and synchronously building a system of regulations, rules, and working processes to continue innovating the Party's leadership method for the political system and the fields of socio-economics, national defense, security, and foreign affairs. Focused on assigning and decentralizing work, ensuring the principle of collective leadership, while promoting the individual responsibility of the head of the Party Committee and each member of the Party Committee.

In leadership and direction, the Provincial Party Committee and Party Committees at all levels have ensured comprehensive coverage of all fields while focusing on key, key, and urgent issues. The leadership contents are implemented in accordance with the authority, regulations, and rules of the Party; ensuring the principle of democratic centralism, promoting the role, responsibility, and authority of State management agencies, overcoming the situation where the Party makes excuses, acts on behalf of, or loosens leadership.
The working methods, styles and manners of Party committees from the provincial to the grassroots levels have been innovated in the direction of science, democracy, closeness to the people, respect for the people, adherence to reality, reduction of meetings, and matching words with actions. The standing committee members, members of the Standing Committee and Party committee members at all levels have well implemented the regime of going to the grassroots to work and meet with cadres and people, and attending Party cell meetings in residential areas; thereby grasping information and the situation more closely, contributing to strengthening the close relationship between the Party and the people.
Therefore, the implemented solutions have received high consensus from the provincial to grassroots levels, demonstrating the spirit of "unanimity from top to bottom, and transparency across the board", creating a solid foundation for implementation. Nghe An has concretized the guidelines of the Resolution of the Provincial Party Congress with the determination to create breakthroughs in a number of key areas and sectors. Since the beginning of the 2020-2025 term, the Nghe An Provincial Party Executive Committee has made bold decisions, demonstrating a "pivot" in both thinking and implementation methods, in order to promote strong and sustainable development for the homeland.
The province prioritizes the development of economic zones, industrial parks, logistics services, and coastal urban areas, focusing on key coordinates such as Vinh city and the eastern districts and towns of the province. When the eastern region develops strongly with many favorable factors, it will create conditions to pull the western region, which is facing many difficulties, up with it. At the same time, Nghe An also focuses on solving social security issues in the west, effectively using resources from three national target programs: socio-economic development in ethnic minority and mountainous areas, sustainable poverty reduction, and new rural construction, to ensure the goal of "peace for the people, peace for the area, peace for the border". This combination not only creates synchronization in development but also contributes to improving the quality of life for all people in the province.
To promote sustainable development, Nghe An has implemented three important strategic breakthroughs. First, the province focuses on improving the business investment environment through administrative reform and increasing the application of information technology in management and operation. Second, Nghe An focuses on training and attracting human resources, especially high-quality human resources, to meet the development needs of enterprises. Finally, the province promotes the development of key infrastructure systems, thereby creating a solid foundation for socio-economic growth. The spirit of "5 readiness" is implemented synchronously and strongly with factors such as planning, essential infrastructure, investment premises, human resources and procedural support for investors, promptly resolving difficulties and problems related to investment. In particular, to improve the effectiveness of administrative reform, the Provincial Party Standing Committee issued Decision No. 1830-QD/TU, establishing the Administrative Reform Steering Committee headed by the Provincial Party Secretary, demonstrating determination to improve the investment environment in the province.
Also in the 2020-2025 term, thoroughly implementing the viewpoint of "persistently implementing the orientation of sustainable development", Nghe An Provincial Party Committee has set out strategic orientations such as: Not granting additional licenses for hydropower projects in the West; not granting new licenses or extending mineral exploitation (except for common construction materials); minimizing the construction of apartment buildings in the core area of Vinh city...
Nghe An has also proactively and actively proposed and coordinated with ministries and branches to advise the Politburo, the National Assembly, and the Government to issue political and legal bases to create a foundation for development in the new period, including: Resolution No. 39/NQ-TW, dated July 18, 2023 on the direction and tasks of developing Nghe An province to 2030, with a vision to 2045; Resolution No. 36/2021/QH15, dated November 13, 2021 on piloting a number of specific mechanisms and policies for the development of Nghe An province; Resolution No. 137/2024/QH15, dated November 13, 2021 on supplementing a pilot of a number of specific mechanisms and policies for the development of Nghe An province; Decision No. 1059/QD-TTg dated September 14, 2023 of the Prime Minister approving the Planning of Nghe An province for the period 2021 - 2030, with a vision to 2050.
Thanks to breakthrough policies in the 2020-2025 term, Nghe An has quickly risen from a little-noticed locality to an attractive "bright spot" for investors. Despite the challenges posed by the Covid-19 pandemic, major technology corporations still choose Nghe An as a strategic destination, affirming their confidence in the sustainable potential of this land.
In particular, with FDI capital reaching 961.3 million USD in 2022 and entering the Top 10 localities with the highest FDI investment in the country, by 2023, this figure will increase to 1.6 billion USD, helping Nghe An rank 8/10 in attracting FDI nationwide and is the only province in the North Central and Central Coast regions to record this result. In the first 10 months of 2024, FDI capital into the province reached 751 million USD, affirming the stable attractiveness of Nghe An.
After more than 4 years of implementing the Resolution of the 13th National Party Congress and the Resolution of the 19th Provincial Party Congress, Nghe An recorded an average GRDP growth rate of 7.45% in the 2021-2023 period, and 8.3% in the first 9 months of 2024, ranking 16th in the country and second in the North Central region. The economic scale reached 193,374 billion VND in 2023, holding the 10th position in the country, while the average income per capita increased to 63 million VND/person in 2024, 1.37 times higher than in 2021. The export sector also grew remarkably with export turnover reaching 2.428 billion USD in the first year of the term and 3.11 billion USD in 2023, demonstrating a strong economic position.

Nghe An's state budget revenue has grown steadily, from 19,911.14 billion VND in 2021 to more than 20,000 billion VND in 2022 and 2023, a new milestone that the province has achieved for the first time. By October 2024, the provincial budget reached 18,911 billion VND, an increase of 41.2% over the same period and ranked 2nd in the North Central region. Comrade Pham Anh Tuan - former member of the Provincial Party Standing Committee, former Secretary of Vinh City Party Committee recalled that in 1995, the province's budget revenue only reached 500 billion VND. The 14th Provincial Party Congress set a goal of striving for the province to enter the "club" of 1,000 billion VND in 2000; but up to now, Nghe An's budget revenue has been more than 40 times!
These impressive figures are not only achievements but also demonstrate the province's sustainable development strategy and outstanding economic potential.
The results that Nghe An has achieved are strong evidence of the strength of its breakthrough policies, the spirit of innovation and creativity, as well as the consensus of the political system and the people in the province. Looking forward, Nghe An is determined to implement sustainable development strategies, prioritizing key areas, and improving the quality of life for the people. With the spirit of "unanimity from top to bottom, and smoothness across the board," the province continues to build a solid foundation for the resolution to penetrate deeply into life, bringing about positive changes and opening up promising prospects for the future of the province.
