The unity and creativity in implementing the resolutions of the Party Congress at all levels have opened up a promising period of development for Nghe An.
From the very beginning of the 2020-2025 term, the Nghe An Provincial Party Committee has focused on innovating leadership methods, emphasizing the principle of democratic centralism and strict discipline. By combining the proactive creativity of Party organizations and members with high discipline, the Nghe An Provincial Party Committee has built a united collective for the development of the province. Discussions within the Provincial Party Committee and its Standing Committee are lively and multifaceted, but once consensus is reached, everyone works towards a common goal.
Comrade Thai Thanh Quy - Member of the Central Committee of the Party, Deputy Head of the Standing Committee of the Central Economic Committee, former Secretary of the Nghe An Provincial Party Committee, assessed: "During the 2020-2025 term, Nghe An has built a highly united and cohesive collective for a common goal, especially within the Executive Committee, the Standing Committee, and the Standing Board; sometimes discussions are very lively, multi-faceted, and involve many different opinions, but once the issue is clarified and a consensus is reached, there is great agreement!"

At its second conference, the Executive Committee of the Nghe An Provincial Party Committee for the 2020-2025 term approved the Working Regulations to clarify the tasks, powers, and responsibilities of each level of leadership, from the Executive Committee and Standing Committee to the Provincial Party Committee's Standing Board. This is a very important and timely step because building and implementing the working regulations of the Party committees is crucial for improving the quality of Party organization activities, ensuring the principle of democratic centralism, guaranteeing the collective leadership role of the Party committees, promoting the individual responsibility of Party committee members, especially the heads, and effectively resolving working relationships.
Through the development and implementation of working regulations and a system of rules and regulations, the Provincial Party Committee and Party committees at all levels have clearly defined the authority and responsibility of collectives and individuals in leading various fields. They have determined the assignment, delegation, and decentralization of leadership, direction, and management – specifying what content and at what level falls under the authority and consideration of the executive committee, standing committee, and permanent committee of the provincial, district, and grassroots Party committees; and what content and issues fall under the management and administration of the government and the responsibility of society.
The Provincial Party Committee and Party committees at all levels effectively implemented the Action Program to implement Resolution No. 5 of the Central Committee (10th term) on reforming the Party's leadership methods over the activities of the political system. They focused on reviewing, adjusting, supplementing, and issuing new regulations, rules, and work procedures to further reform the Party's leadership methods over the political system and the fields of socio-economic affairs, national defense, security, and foreign relations. Emphasis was placed on assigning and delegating tasks, ensuring the principle of collective leadership, while also promoting the individual responsibility of the head of the Party committee and each member of the Party committee.

In leadership and guidance, the Provincial Party Committee and Party committees at all levels have ensured comprehensive coverage of all fields while focusing on key, priority, and pressing issues. Leadership activities are carried out in accordance with the Party's authority, regulations, and rules; ensuring the principle of democratic centralism, effectively promoting the role, responsibility, and authority of state management agencies, and overcoming the situation where the Party interferes, takes over, or neglects leadership.
The working methods, style, and practices of Party committees at all levels, from the provincial to the grassroots, have been reformed towards a scientific, democratic, people-oriented, people-respecting, and people-serving approach, closely adhering to reality, reducing meetings, and ensuring that words are matched by actions. Standing committee members, members of the executive committee, and Party committee members at all levels have effectively implemented the practice of visiting grassroots levels to work and interact with cadres and the people, and attending Party branch meetings in residential areas; thereby gaining a deeper understanding of the situation and contributing to strengthening the close relationship between the Party and the people.
Therefore, the implemented solutions have received high consensus from the provincial to the grassroots level, demonstrating the spirit of "unity from top to bottom, seamless coordination from top to bottom," creating a solid foundation for implementation. Nghe An has concretized the guidelines of the Provincial Party Congress Resolution with the determination to create breakthroughs in a number of key areas and regions. Since the beginning of the 2020-2025 term, the Nghe An Provincial Party Committee has made bold decisions, demonstrating a "shift" in both thinking and implementation methods, aiming to promote strong and sustainable development for the homeland.
The province prioritizes the development of economic zones, industrial parks, logistics services, and coastal urban areas, focusing on key locations such as Vinh City and the eastern districts and towns. When the eastern region develops strongly with many favorable factors, it will create conditions to pull the western region, which faces many difficulties, along with it. At the same time, Nghe An also focuses on addressing social welfare issues in the West, effectively utilizing resources from three national target programs: socio-economic development in ethnic minority and mountainous areas, sustainable poverty reduction, and new rural development, aiming to ensure the goal of "peace for the people, peace for the locality, and peace for the border." This combination not only creates synergy in development but also contributes to improving the quality of life for all citizens in the province.
To promote sustainable development, Nghe An province has implemented three key strategic breakthroughs. Firstly, the province focuses on improving the investment and business environment through administrative reform and increased application of information technology in management and administration. Secondly, Nghe An prioritizes training and attracting human resources, especially high-quality personnel, to meet the development needs of businesses. Finally, the province promotes the development of key infrastructure systems, thereby creating a solid foundation for socio-economic growth. The "5 Ready" spirit is implemented synchronously and vigorously with elements such as planning, essential infrastructure, investment land, human resources, and procedural support for investors, promptly resolving difficulties and obstacles related to investment. In particular, to enhance the effectiveness of administrative reform, the Provincial Party Standing Committee issued Decision No. 1830-QD/TU, establishing the Steering Committee for Administrative Reform chaired by the Provincial Party Secretary, demonstrating a determination to improve the investment environment in the province.
Also during the 2020-2025 term, adhering to the principle of "persistently implementing sustainable development orientation," the Nghe An Provincial Party Committee has set strategic directions such as: not granting licenses for additional hydropower projects in the western region; not granting new licenses or extending existing licenses for mineral exploitation (except for common construction materials); minimizing the construction of apartment buildings in the core area of Vinh City…
Nghe An province has also proactively and actively proposed and coordinated with ministries and agencies to advise the Politburo, the National Assembly, and the Government to issue political and legal foundations for development in the new phase, including: Resolution No. 39/NQ-TW, dated July 18, 2023, on the direction and tasks for the development of Nghe An province until 2030, with a vision to 2045; Resolution No. 36/2021/QH15, dated November 13, 2021, on piloting some specific mechanisms and policies for the development of Nghe An province; Resolution No. 137/2024/QH15, dated November 13, 2021, on supplementing the piloting of some specific mechanisms and policies for the development of Nghe An province; Decision No. 1059/QD-TTg, dated September 14, 2023, of the Prime Minister approving the Nghe An Provincial Planning for the period 2021-2030, with a vision to 2050.
Thanks to groundbreaking policies during the 2020-2025 term, Nghe An has rapidly risen from a little-noticed locality to an attractive "bright spot" for investors. Despite the challenges from the Covid-19 pandemic, major technology corporations continue to choose Nghe An as a strategic destination, affirming their confidence in the sustainable potential of this region.
In particular, with FDI capital reaching US$961.3 million in 2022 and ranking among the top 10 localities with the highest FDI investment nationwide, this figure increased to US$1.6 billion in 2023, placing Nghe An 8th out of 10 in attracting FDI nationwide and the only province in the North Central and Central Coastal regions to achieve this result. In the first 10 months of 2024, FDI capital into the province reached US$751 million, affirming Nghe An's stable attractiveness.
Over the past four years of implementing the Resolution of the 13th National Party Congress and the Resolution of the 19th Provincial Party Congress, Nghe An has recorded an average GRDP growth rate of 7.45% during the 2021-2023 period, and 8.3% in the first nine months of 2024, ranking 16th nationwide and second in the North Central region. The economic scale reached VND 193,374 billion in 2023, ranking 10th nationwide, while per capita income increased to VND 63 million/person in 2024, 1.37 times higher than in 2021. The export sector also experienced remarkable growth, with export turnover reaching USD 2.428 billion in the first year of the term and USD 3.11 billion in 2023, demonstrating its strong economic position.

Nghe An's state budget revenue has consistently grown steadily, from 19,911.14 billion VND in 2021 to over 20,000 billion VND in 2022 and 2023, a milestone the province has achieved for the first time. By October 2024, the provincial budget reached 18,911 billion VND, an increase of 41.2% compared to the same period and ranking second in the North Central region. Comrade Pham Anh Tuan - former member of the Provincial Party Standing Committee, former Secretary of the Vinh City Party Committee - recalled that in 1995, the province's budget revenue was only 500 billion VND. The 14th Provincial Party Congress set a goal for the province to join the 1,000 billion VND "club" by 2000; but to date, Nghe An's budget revenue has increased more than 40 times!
These impressive figures are not only achievements but also demonstrate the province's sustainable development strategy and outstanding economic potential.
The achievements of Nghe An are strong evidence of the power of groundbreaking policies, the spirit of innovation and creativity, as well as the unity of the political system and the people of the province. Looking ahead, Nghe An is steadfast in implementing sustainable development strategies, prioritizing key areas, and improving the quality of life for its people. With the spirit of "unity from top to bottom, seamless coordination from top to bottom," the province continues to build a solid foundation for resolutions to deeply penetrate daily life, bringing about positive changes and opening up promising prospects for the province's future.
