6th Session, Nghe An Provincial People's Council, 18th term: Approved 10 Resolutions

On May 28, 2022, the Prime Minister issued Decisions No. 652 and 653 on the assignment of the central budget capital plan for the 2021-2025 period and the assignment of the 2022 budget estimate to implement three national target programs: sustainable poverty reduction; socio-economic development in ethnic minority and mountainous areas; and new rural construction.

At the same time, the Prime Minister requested localities to issue plans to implement the program and allocate capital before July 1, 2022. Therefore, at the request of the Provincial People's Committee, the Provincial People's Council decided to organize this thematic meeting.

Speaking at the opening of the session, Chairman of the People's Council of Nghe An province Thai Thanh Quy emphasized: The approval of resolutions related to the 3 national target programs at this thematic session has a very profound impact on the economy, politics, national defense, security as well as the lives of beneficiaries in the province. Right at the recent 5th Central Conference, the Party Central Committee discussed the issue of "three agriculture", in which it continued to affirm that new rural areas, sustainable poverty reduction, and policies for ethnic minorities in mountainous areas play an extremely important role in socio-economic development, ensuring national defense and security.

With that in mind, the Chairman of the Provincial People's Council requested the Provincial People's Council delegates to uphold their sense of responsibility towards voters and people, promote democracy and intelligence, focus on research, discussion, and contribute quality opinions to 10 submissions and draft resolutions, including 7 draft resolutions on 3 national target programs to create a legal corridor for implementation and maximum promotion of resources for development and social security in the province.

After a serious and urgent working session, with the spirit of democracy, innovation and high responsibility, the 6th Session of the 18th Provincial People's Council completed all the contents and programs set out.

At the meeting, the Provincial People's Council passed 10 Resolutions submitted by the Provincial People's Committee. The resolutions recently passed by the Provincial People's Council at the meeting are the legal basis for the implementation of 3 national target programs and investment projects in accordance with the law.

In particular, the National Target Program on Socio-Economic Development for Ethnic Minorities and Mountainous Areas has received great attention from delegates and voters of ethnic minorities and mountainous areas of the province, with the expectation that it will bring about strong socio-economic changes, creating momentum to accelerate the process of sustainable poverty reduction and improve the lives of the people.

Speaking at the closing session, Secretary of the Provincial Party Committee and Chairman of the People's Council of Nghe An province Thai Thanh Quy emphasized: The Provincial People's Council requested the Provincial People's Committee, branches, localities and units in the province to promptly implement the Resolutions as required by the Government.

The Standing Committee of the Provincial People's Council, Committees and delegates of the Provincial People's Council, Party Committees at all levels, the Provincial Fatherland Front Committee and member organizations continue to strengthen leadership, direction, inspection and supervision; promptly give comments and closely coordinate with the Provincial People's Committee, departments, branches and localities in the implementation process; absolutely do not allow negativity, policy exploitation, waste and loss of money and assets of the State and the People.

Halfway through 2022, along with the whole country, Nghe An has achieved extremely positive results in preventing the Covid-19 pandemic, recovering and developing the socio-economy.

However, the remaining 6 months of the year are forecasted to be fraught with difficulties and challenges. Although the Covid-19 pandemic has been controlled, it has not ended; currently, sub-variants of Omicron have been recorded in many countries, with the risk of entering our country and possibly leading to an increase in Covid-19 cases in the coming time.

In that context, on behalf of the Provincial People's Council, Comrade Thai Thanh Quy requested all levels, sectors, localities and units in the whole province to strengthen propaganda, raise awareness of epidemic prevention and control in the community; warn about new virus strains that may appear; continue to resolutely implement the Covid-19 vaccination strategy, especially the third and fourth booster shots for subjects according to regulations and instructions of the Ministry of Health, ensuring the right schedule, enough doses, and high coverage rate.

"Only by controlling the Covid-19 epidemic well can we have the conditions to focus on socio-economic recovery and development," the Chairman of the Provincial People's Council emphasized.

Immediately after the 6th Session, the Provincial People's Council will continue to prepare for the organization of the 7th Session, the regular mid-year session in 2022, scheduled to take place from July 12 to 14.

The Chairman of the Provincial People's Council requested the Provincial People's Committee to direct relevant units and departments to actively prepare documents and files to submit to the meeting in accordance with regulations; at the same time, requested the Provincial People's Council Delegation Groups to hold meetings and assign tasks to members of the Groups to actively study documents to participate in discussions and questions at the next meeting.

1. Resolution promulgating regulations on principles, criteria, and norms for allocating central budget capital and the proportion of local budget counterpart capital to implement the National Target Program on Sustainable Poverty Reduction for the 2021-2025 period in Nghe An province.

2. Resolution on capital allocation plan and solutions to mobilize and integrate capital sources to implement the National Target Program on Sustainable Poverty Reduction for the 2021-2025 period and 2022 in Nghe An province.

3. Resolution stipulating principles, criteria, and norms for allocating state budget capital to implement the National Target Program on socio-economic development in ethnic minority and mountainous areas for the 2021-2025 period and annually in Nghe An province.

4. Resolution on capital allocation plan and solutions to mobilize and integrate capital sources to implement the National Target Program on socio-economic development in ethnic minority and mountainous areas for the period 2021 - 2025 and 2022 in Nghe An province.

5. Resolution stipulating principles, criteria, and norms for allocating central budget development investment capital and the proportion of counterpart capital from local budgets to implement the National Target Program on New Rural Construction for the 2021-2025 period in Nghe An province.

6. Resolution on the implementation plan of the National Target Program on New Rural Construction for the period 2021 - 2025 and 2022 in Nghe An province.

7. Resolution on extending the implementation period and disbursement of local budget funds allocated for basic construction works and public service funds under the National Target Program on New Rural Construction in 2021 until December 31, 2022.

8. Resolution on investment policy for the project of Anti-erosion embankment to protect Ta Lam dyke in Yen Xuan area, Hung Nguyen district, Nghe An province.

9. Resolution on investment policy for the Vietnam - Korea Industrial Technical College project.

10. Resolution on investment policy for the project of Repairing and upgrading the river dike system (section from Nam Giang Brick Factory to Trinh Bridge) in Hung Dao Commune, Hung Nguyen District.
