Disciplining Mr. Le Thanh Hai: Lessons on personnel work before the 13th Congress
Tightening discipline and order in personnel work will be an important premise to have a team of truly worthy cadres in the next term's Party Committee.
The Politburo has just decided to remove Mr. Le Thanh Hai from the position of Secretary of the Ho Chi Minh City Party Committee for the 2010-2015 term due to violations in the implementation of the Thu Thiem New Urban Area Project.
The Politburo's disciplinary action against senior Party officials while the country is holding Party Congresses at all levels, leading up to the 13th National Party Congress, further demonstrates the importance of personnel work before each Congress. Tightening discipline and order, strictly implementing Party and State regulations and rules on personnel work will be an important premise for having a truly worthy contingent of officials to join the next Party Committee.

The Politburo's decision to dismiss Mr. Le Thanh Hai from the position of Secretary of the Ho Chi Minh City Party Committee for the 2010-2015 term shows a principle that must comply with the regulations of Party committees at all levels, with discussion and decision by the Standing Committee and Standing Committee. For relocation projects of over 1,000 people, the Standing Committee and People's Committee must approve them before submitting them to the People's Council for implementation.
Mr. Le Quang Thuong - former Deputy Head of the Central Organizing Committee said that although the disciplinary action against Mr. Le Thanh Hai was slow, it met the people's demands.
According to him, the Thu Thiem issue has been noisy for many years, many people have been dealt with, but the most important person, Mr. Le Thanh Hai, has just been disciplined now. There are issues such as changing the planning for the decision of Prime Minister Vo Van Kiet but the city has changed it. The compensation issue for the people has not been handled properly, so the people have reacted many times... This is a long-standing work, from 2010 to 2015, proving that the case is complicated and must be done carefully and for a long time, but it is only now being concluded and handled.
In practice, although the 12th term has not yet ended, more than 90 senior Party officials have been disciplined. Former Chairman of the Central Committee of the Vietnam Fatherland Front Pham The Duyet wondered:"Before the Congress, we said we had done it thoroughly and correctly, but clearly there are still many problems. We still did not openly raise them internally, did not do it clearly, and did not conclude right or wrong right away, but let it drag on for 1-2 terms to come to a conclusion. Disciplining cadres like that is also effective, but it will be limited in that: Those comrades should not have stumbled again, affecting the Party's reputation. That is something to think about for the Party's organization and selection of key cadres," Mr. Pham The Duyet shared.
Mr. Duong Quang Phai - former Head of the Central Inspection Committee said that tightening discipline, discipline, strictly implementing the Party and State's regulations and rules on personnel work will be an important premise to have a team of truly worthy cadres for the next term's Party Committee. In particular, there must be openness and transparency in personnel work for the people to choose. If there is a complaint, then investigate and verify to see if the news is true, if the complaint is correct. We have a screening system, so there should be no secrecy within the Party. There must be socio-political organizations and the participation of the people to hope for a good system.
Since preparing for Party Congresses at all levels, towards the 13th National Party Congress, General Secretary and President Nguyen Phu Trong has repeatedly emphasized: Resolutely screening, not allowing into the new Party Committee those who are not politically steadfast; have ambitions for power, and have reduced qualities, abilities, and prestige...
To select worthy cadres, first of all, we must pay attention to the quality of planning, promote publicity, transparency, and impartiality in cadre evaluation. We must differentiate each stage to determine the responsibility regime for each individual and collective. Violations must be handled strictly and set an example to prevent abuse of power in cadre work, only then can we select worthy people for the next term's Party Committee./.
