- In the 2016 National High School Exam, candidates are not allowed to change their school or major preferences that they registered for during the admission round.

On the afternoon of March 14, the Ministry of Education and Training issued a Circular amending and supplementing a number of articles of the Regulations on admission to full-time universities and colleges issued together with Circular No. 03/2015/TT-BGDDT dated February 26, 2015 of the Minister of Education and Training.

Schools that organize their own admissions can combine admissions of candidates who have taken the national high school exam with exam results that meet the criteria for ensuring input quality as prescribed by the Ministry of Education and Training. In the case of using multiple admission methods simultaneously for a major or group of majors (collectively referred to as majors), schools determine and publicly announce the enrollment quota for each admission method.

How are priority points determined?

Candidates who continuously study and graduate from high school in a region will enjoy priority according to that region. If they transfer schools during the 3 years of high school (or during the time studying at intermediate level), the region where they studied longer will enjoy priority according to that region.

If each year of study at a school in different priority areas or half of the time studying at one school and half of the time studying at another school, then the priority in whichever area you graduate from will be given. This regulation applies to all candidates, including candidates who graduated before the year of the entrance exam.

Students with permanent residence (during high school or college) for more than 18 months in communes in region III and communes with extremely difficult villages in ethnic minority and mountainous areas as prescribed by the Minister and Chairman of the Ethnic Committee; extremely difficult communes in coastal and island areas; extremely difficult communes, border communes, and safe zone communes are eligible for investment in Program 135 as prescribed by the Prime Minister if they study high school (or college) at a location in a district or town that has at least one of the above communes.

Quota for blocks other than traditional exam blocks

Schools that use new exam subject combinations in addition to traditional exam blocks to consider admission for a major need to reserve at least 50% of that major's quota for admission according to exam subject combinations corresponding to traditional exam blocks.

Based on the exam results of candidates taking the national high school exam for university and college admission, the Ministry of Education and Training determines the threshold to ensure university entrance quality so that schools can develop admission plans. For colleges, the threshold to ensure entrance quality is: High school graduation.

Admission scores are rounded to 0.25

The organization of admission for candidates who register to use the results of the national high school exam for university and college admission is determined as follows:

Announcement of the method of receiving registration and application fees: Candidates can submit registration and application fees online or by post via express mail. The school can prescribe additional methods of receiving registration and application fees from candidates in accordance with the actual conditions of the school but not causing difficulties, costs for candidates and social concerns.

The admission score is the total score of the exam subjects according to each admission combination and is rounded to 0.25.

Based on the input quality assurance threshold prescribed by the Ministry of Education and Training, schools announce admission regulations for their majors and organize admission according to the schedule of the Ministry of Education and Training.

Based on the school's enrollment quota and the number of candidates admitted directly (including the school's preparatory students; students from preparatory schools assigned to the school), the school's Admissions Council considers and decides on the admission score plan.

Update registration data to the national enrollment data management system; at the end of each enrollment period, announce on the school's website and mass media the admission scores and list of successful candidates and report to the Ministry of Education and Training.

Universities, colleges, member schools of the National University, and regional universities, if organizing admissions by school group, each group must develop an autonomous admissions plan that meets the requirements of this Regulation. In addition, the plan must clearly stipulate: responsibilities and powers of schools in the group; methods of registration and admission of candidates' priority wishes to schools in the group.

Apply for admission to no more than 2 majors at each school.

Candidates can only register for a maximum of 2 schools, with no more than 2 majors per school; candidates cannot change their registered school or major preferences during the admission round.

Register for additional admission rounds:

Candidates can register for a maximum of 3 schools, with no more than 2 majors per school; candidates cannot change their registered school or major preferences during each admission round.

Candidates applying to schools that apply by group of schools can apply to many schools in the group.

Successful candidates must submit the original Certificate of Examination Results (signed by the Chairman of the Examination Council and stamped with the red seal of the school hosting the examination cluster) to the school they wish to study at within the prescribed time limit of each admission round.

Application period

Registration period starts from August 1st to October 20th for university and ends on November 15th for college.

Candidates are responsible for the authenticity of the information in the Registration Form and the Exam Registration Form. Schools have the right to refuse to accept or expel candidates if they do not meet the admission requirements when comparing the information in the Registration Form and the exam registration data with the original documents.

The minimum average score for university admission is 6.0.

For schools using the admission method based on high school academic results, the average score of each subject in the combination of subjects used for admission or the overall average score of subjects used for admission must not be less than 6.0 for the university system (on a 10-point scale). For the college system, the threshold to ensure input quality is high school graduation./.
