Need to clarify policy for concurrent positions
At the online conference, the Central Organizing Committee requested comments on 3 draft documents: Draft Submission, Regulations of the Politburo on title standards; tasks, powers and policies, regimes for senior experts, experts, assistants, secretaries of senior leaders of the Party and State; Draft Submission, Guidelines for implementing policies and regimes for heads of organizations after mergers or concurrently holding positions in the spirit of Resolution No. 18-NQ/TW of the 6th Central Conference, 12th term, Resolution No. 37-NQ/TW and Conclusion No. 34-KL/TW of the Politburo; Guidelines for implementing policies and regimes for cadres who are not old enough to be re-elected to Party committees, authorities, the Vietnam Fatherland Front and socio-political organizations at all levels.
At the conference, in addition to comments on perfecting the document structure, representatives of provinces, cities, and central departments and branches actively contributed comments on the content of the draft documents.
Regarding Nghe An, Standing Deputy Secretary of the Provincial Party Committee Nguyen Xuan Son expressed his agreement with the content of the draft. Regarding the Draft Guidelines for implementing policies and regimes for heads of organizations after mergers or concurrently holding positions, the time frame for application must be reviewed. Currently, the draft stipulates that policies and regimes will be applied "after the issuance of guidelines", while implementation before the issuance of guidelines will not be applied. This is unreasonable, because if regulated like that, agencies and units will wait for guidelines to implement, leading to slow progress in restructuring the apparatus, affecting the organization's consolidation. On the other hand, it will create unfairness. Therefore, it is necessary to study carefully to avoid shortcomings.

Regarding the Draft Regulations on Titles, including Senior Experts, Assistants, and Secretaries, the Standing Deputy Secretary of the Provincial Party Committee said that the expert regime should be expanded for provinces, because provinces also need experts and provinces have the ability to train and develop experts. In addition, some subjects are allowed to use secretaries, and policies for secretaries should be added, but it is necessary to clearly specify the number of secretaries considered for each position.
In addition, some opinions from other localities focused on the Draft on implementing policies and regimes for heads of organizations after mergers or concurrent holding. Although a concurrent allowance regime has been established, the concurrent allowance level is still too low, while the minimum wage has not met the minimum living standard, so the concurrent allowance regime has lost its meaning. Basically, civil servants do not want to concurrently hold the responsibility of heads of other organizations and units because it means increased responsibility, but the treatment is not commensurate.
Opinions suggest that the head of an agency or organization after a merger or concurrently holding two positions will receive 50% of the current salary plus seniority allowance and leadership position allowance every month. However, it is necessary to clarify which position receives the 50% allowance.
Perfecting documents to closely follow reality
Speaking at the conference, Head of the Central Organizing Committee Pham Minh Chinh emphasized the necessity of organizing online conferences. In particular, personnel work, as well as policies for concurrent positions are important tasks. Reality shows that many shortcomings and limitations are still occurring, requiring continued improvement, especially the need for policies to both encourage and motivate, while ensuring compliance with the practical situation.
Besides, although some standards, regimes and policies for cadres and experts have existed for a long time, in terms of practical work, they still have many shortcomings, so analysis and comments from the grassroots level are needed for the Central to complete documents that are closer to reality.

In particular, for the head of an organization after a merger or concurrently holding a position in accordance with Resolution No. 18 of the 6th Central Conference of the 12th tenure, Resolution No. 37 and Conclusion No. 34 of the Politburo, in practice, the concurrent position regime is still resolved according to current documents. However, in terms of current organizational work, Party committees and authorities at all levels need to clearly define the appropriate regime for each position, thereby encouraging the contributions of cadres and people assigned to concurrent positions.
Regarding issues related to age being inappropriate for appointment and reappointment, the Head of the Central Organizing Committee requested the drafting committee to carefully synthesize comments, especially comments from the provincial level, to have a basis for completing the document in a complete, tight and timely manner.
In addition, the distinction between experts and appointed positions must be understood correctly, thereby having appropriate remuneration policies, avoiding overlap. Furthermore, the positions of assistants and leadership secretaries must be clearly defined, public, and transparent, in order to best promote individual capacity, and properly fulfill duties, positions, and jobs.
