Social Security leaders speak out about the 13,000 billion insurance debt

In the last 3 months of the year, the Social Insurance will reduce the outstanding debt of Social Insurance, Health Insurance, and Unemployment Insurance to 3.5%.

At the Government press conference on the afternoon of October 29, Deputy General Director of Vietnam Social Insurance Pham Luong Son said: In the first 9 months of 2016, the debt of social insurance, health insurance (HI), unemployment insurance was 13 trillion VND, accounting for 5.8% of outstanding debt. Compared to the same period in 2015 (over 6.3%), the rate decreased, the entire insurance industry and functional agencies strongly supported the collection of social insurance, health insurance, unemployment insurance, ensuring the rights of employees participating in insurance.

Regarding the issue of filing a lawsuit, according to the Social Insurance Law passed by the National Assembly in 2014, the Social Insurance agency increased its function of inspecting and collecting social insurance but reduced its function of filing lawsuits in court. From July 1, Vietnam Social Insurance and provincial Social Insurance agencies will no longer file lawsuits. On September 20, Vietnam Social Insurance signed a coordination regulation with the Vietnam General Confederation of Labor and deployed this task to the Labor Federations of provinces and cities, transferring the filing of lawsuits to local labor federations.

“But we do not act passively but proactively. Provincial Social Insurance and Vietnam Social Insurance still complete all the records on debt, data, and social insurance procedures and transfer them to the General Confederation of Labor to direct provincial labor federations,” said Mr. Pham Luong Son.

Up to now, in addition to the old lawsuits, a lot of money has been recovered for the people.

Mr. Son affirmed: "We aim to reduce the outstanding debt of social insurance, health insurance, and unemployment insurance to 3.5% in the last 3 months of the year, equal to the outstanding debt of 2015, ensuring the rights of insurance participants."

According to Mr. Son, the Social Insurance is coordinating with the Ministry of Labor, War Invalids and Social Affairs to organize collection inspections and complete documents regulating the implementation of this collection inspection work.

“We have implemented the pilot in 3 localities, with good impact. After the inspection conclusion, the inspected enterprises have almost paid back the outstanding social insurance and health insurance debts that were their responsibility,” said Mr. Son./.
