According to the Minister, up to now, the Ministry of Public Security has clearly identified four basic, consistent goals of the people's police force: to build a revolutionary, disciplined, elite, and gradually modern people's police force.

The Ministry of Public Security is constantly innovating in thinking and guiding ideology, gradually standardizing processes and regulations on personnel organization work towards expanding democracy, openness and transparency.Clearly define the scope and responsibility of each unit and each level of the Public Security, promote the capacity, responsibility, initiative and creativity of the leadership and command team; gradually overcome the overlap of functions and tasks.

According to Senior Lieutenant General To Lam, in the coming time, the Ministry will develop a plan for leadership and command of the Public Security at all levels, associated with the rotation of cadres and the implementation of the policy: Arranging provincial-level police directors and district-level police chiefs who are not local people.

Integrity, not influenced by power

The Ministry of Public Security is determined to build a team of staff officers, especially those who hold the responsibility of making decisions on personnel work, who are honest, clean, have political courage, and are not influenced by power, interests, cliques, teams, etc., to prevent the situation where the process is correct but the selection of officers is still wrong.

The Minister assessed that the vast majority of cadres and soldiers currently have strong political will, pure moral qualities, healthy lifestyles, high sense of organization and discipline, solidarity and internal unity, dedication to work, determination, intelligence, and courage in combat, and excellently complete their tasks.

However, violations of law, discipline, and internal regulations still occur. There are many serious violations involving leaders, commanders, and senior officers.

In the country, the economy still has many shortcomings and weaknesses; corruption, waste, business losses, disputes, complaints... have not been completely resolved... The Ministry of Public Security has set seven major goals, the most important of which is "to build a clean and strong people's police force, worthy of being a loyal and trustworthy force of the Party, State and people, performing well the core role in firmly ensuring national security, social order and safety".

Downsizing public service units

In the coming time, the Ministry will continue to "innovate and streamline the organization and apparatus of the Ministry of Public Security to make it leaner and operate effectively and efficiently" on the basis of selectively inheriting and promoting the advantages of the organization and apparatus that have been affirmed in history.

The apparatus will be reorganized in the direction of "refined ministries, strong provinces, comprehensive districts, and grassroots communes"; no intermediate level organization, improving the quality of departments under the Ministry; reorganizing and reducing public service units, press, and health.

The fire prevention and fighting police force of provinces and centrally-run cities will be merged with the provincial and municipal police to ensure cohesion and maximize resources in performing tasks.

In order to build a regular commune and town police force, the Ministry will initially arrange regular commune police in key areas with complex security and order issues.
