Leaders of Quy Hop district dialogue and resolve difficulties with people

(Baonghean) - In order to grasp the thoughts and aspirations, and receive opinions from cadres, party members and the masses, the Standing Committee of Quy Hop District Party Committee organized a dialogue with the leaders of hundreds of mass mobilization groups. Thereby, many prominent and urgent people's issues were reflected to the district leaders and those responsible proposed solutions for each issue.

People volunteer to "catch" overloaded vehicles

This issue received many opinions from the heads of local mass mobilization groups attending the dialogue between the Standing Committee of Quy Hop District Party Committee and hundreds of heads of mass mobilization groups on December 23. Comrade Vi Dinh Can - Secretary of the Co village Party Cell, Chau Thai commune said that the Chau Quang - Thai Hoc road passing through the commune was put into use since the beginning of 2015. But before the people could celebrate, the road began to deteriorate.

Comrades in the Standing Committee of the District Party Committee exchanged on the sidelines of the conference.

“I propose that there must be a solution to control and overcome the situation of oversized and overloaded vehicles,” Comrade Can emphasized. Also mentioning this issue, Comrade Vi Van Dung - Secretary of the Cong village Party cell, Chau Hong commune asked: “If people record images of oversized and overloaded vehicles passing through the area and send them to the police, can they be handled coldly?”

Comrade Vi Van Dung, head of the mass mobilization team in Cong village, Chau Hong commune, spoke about the procedure for fining oversized and overloaded vehicles.

Responding, Lieutenant Colonel Lang Xuan Dung - Deputy Head of Quy Hop District Police admitted that the above reflections of the grassroots mass mobilization team leaders were correct. However, compared to the situation of oversized and overloaded vehicles in the area, this is a very small number.

If people record or take pictures of oversized or overloaded vehicles, the police can still handle it. “However, after taking pictures or recording, people must go directly to the commune police to make a record stating clearly the date, month, and location of the incident; save the video tapes and photos and guarantee that the images provided are completely objective and unedited to be sent to the district police for handling,” noted Comrade Dung.

Comrade Vo Thi Minh Sinh - Secretary of Quy Hop District Party Committee requested that the District Police must issue a document instructing the communes and hand it over to the commune police before December 31 to receive and handle oversized and overloaded vehicles in the form of fines with the help of the people.

The dialogue was also lively with opinions related to infrastructure works serving production and people's lives such as irrigation dam systems, people's bridges... Comrade Pham Van Vinh - Head of the mass mobilization team in Hop Hung hamlet, Chau Dinh commune raised the situation of Hoc Moi dam serving production water for people in Hop Hung hamlet, Thinh village and Coi village but has degraded, not ensuring irrigation water.

Responding to this issue, comrade Nguyen Dinh Tung - Chairman of Quy Hop District People's Committee said that the working group of the Department of Agriculture and Rural Development has surveyed Hoc Moi dam; but due to budget difficulties, capital is being prioritized for more urgent projects that have a greater impact on people's lives.

The People's Committee of Quy Hop district has directed to support seeds for people in the above villages to convert their crop structure from wet rice to dry land. Quy Hop still has 260 unfinished construction projects with a total approved budget of 1,050 billion VND. Of which, the district has paid over 500 billion VND; it still owes the contractor 185 billion VND. To complete the construction of these projects, the district needs a budget of about 430 billion VND. However, the budget for the construction of these projects is very difficult, this year only over 22 billion VND. Therefore, in order of priority, the district must focus on projects with large spillover or urgent nature first.

Continue extensive dialogue

Identify dialogue conferences as forums to expand democracy and as one of the important bridges between the Party, the government and the people. Through that, local Party committees and authorities can grasp the thoughts, aspirations and urgent, prominent issues that the people are concerned about in order to have timely direction and management measures to resolve them, ensuring the rights of the people; at the same time, it is also a channel for the people to clearly see the advantages and difficulties in leadership, direction and management to create sympathy and sharing.

Comrade Vo Thi Minh Sinh - Secretary of the District Party Committee affirmed that after the dialogue, the District Party Committee's Mass Mobilization Committee advised to announce the conclusion. The District People's Committee continued to receive and have solutions; at the same time, pointed out a specific time to respond to the results of the resolution under the authority of the District People's Committee.

The conference to meet and dialogue with the heads of mass mobilization groups was initiated by the Quy Hop District Party Committee at the end of 2015. Accordingly, the Quy Hop District Party Committee Standing Committee divided 8 grassroots steering working groups (with a decision to establish) led by a member of the Standing Committee, under the group leader are comrades in the District Party Committee, then cadres of departments, branches, and finally grassroots party organizations.

This solution will decentralize, delegate authority and assign specific responsibilities to comrades in the Standing Committee of the District Party Committee, the District Party Committee as well as grassroots party organizations in performing their tasks. Dialogue channels will be public, democratic, alternating in time and content to avoid duplication and have continuity in order to promptly grasp information from the grassroots and have timely and in-depth management and direction solutions. This is also the criterion for evaluating the emulation of grassroots party organizations and cadres and party members", Comrade Vo Thi Minh Sinh affirmed.

Before the meeting and dialogue on the morning of December 23, 2015, the grassroots mass mobilization bloc of Quy Hop district recorded 360 opinions, reflections, recommendations and proposals. Of which, 285 opinions were within the authority of the commune and town levels; 75 opinions were within the authority of the district level. At the dialogue, there were dozens of opinions from the heads of the mass mobilization groups.
