Nghe An Provincial leaders work with the Socio-Economic Advisory Group
(Baonghean.vn) - On the afternoon of February 23, in Vinh City, leaders of Nghe An province worked with the Provincial Socio-Economic Advisory Group to evaluate the results of activities in 2022; discuss and agree on the content of the 2023 plan.

On the side of the Provincial Socio-Economic Advisory Group, there was comrade Truong Dinh Tuyen - former member of the Party Central Committee, former Minister of Trade, former Secretary of Nghe An Provincial Party Committee, Head of the Group and a number of members of the group.
CONSULTING, COMMENTING, RECOMMENDING MANY STRATEGIES, PLANS, AND POLICIES FOR THE PROVINCE
Over the past year, with the attention of the provincial leaders and the coordination of departments, branches and localities, the Advisory Group has basically carried out the assigned tasks. In particular, the Group has coordinated with the Department of Planning and Investment, the Department of Agriculture and Rural Development to conduct surveys in many localities such as Anh Son, Do Luong, Tan Ky, Cua Lo Town... and the Southeast Economic Zone in implementing the Resolution of the 19th Provincial Party Congress and implementing the Resolution of the 13th National Party Congress.

The group also built a scientific argument for regional economic development (Quynh Luu region, Hoang Mai town associated with South Thanh Hoa and Northwest Nghe An); contributed ideas for the Provincial Planning for the period 2021-2030, vision to 2050; contributed ideas for the Summary of 10 years of implementing Resolution 26-NQ/TW of the Politburo on Nghe An.
In addition to performing tasks at the provincial level, the Team also carries out a number of activities as required by the locality, such as: Contributing ideas to the Project to develop the Hoang Mai-Quynh Luu region into a growth pole, the Project to Plan the expansion of the Southeast Economic Zone, etc.

Based on the implementation of the work contents, the Advisory Group has advised and commented on the strategies, plans, and policies for medium- and long-term economic development of the province, locality, industry, and region; annual socio-economic development plans; and at the same time advised and recommended measures and solutions to improve implementation efficiency to achieve the set goals. In addition, it actively supports, advises, and connects businesses on investment in the province.
In 2023, based on discussions, the provincial leaders and the Advisory Group agreed on a number of directions for implementing work in 2023 such as: Carrying out consulting work, contributing opinions and criticizing policies of the province, departments, branches and localities.

Continue to carry out research activities on international and domestic political and economic trends to promptly and proactively update provincial leaders on major trends and fluctuations that may affect the province's development; so that the province can have appropriate solutions and timely actions.
Based on the network of relationships of each member, the Group continues to call for and connect potential investors to invest in Nghe An or transfer new production and business solutions to help improve the production capacity of the province.

The team will also proactively increase field surveys, first of all in the following areas: Horizontally along the Ho Chi Minh road area and vertically along National Highway 48 from Dien Lam commune (Dien Chau) to Nghia Dan and Quy Hop districts to further explore Nghe An's development potentials to advise the provincial leaders; at the same time, carry out a number of tasks assigned by the provincial leaders;...

At the meeting, the provincial leaders and departments also discussed a number of issues related to the development of Quy Hop district after the recent field survey of the Team such as: Operational efficiency of the 3/2 Agricultural Industry Joint Stock Company after equitization, mineral exploitation, planning and increasing the urbanization rate in Quy Hop town.

In addition, at the meeting, members of the Advisory Group also expressed their opinions on a number of issues; especially after the Politburo summarized Resolution 26 of the Politburo on Nghe An and is expected to issue a new Resolution on Nghe An, the province needs to advise on appropriate and breakthrough mechanisms and policies for development.

"ORDER" THE CONSULTANT TEAM FOR MANY IMPORTANT CONTENTS
Speaking at the meeting, highly appreciating the effectiveness of the Team's activities, Provincial Party Secretary Thai Thanh Quy suggested that the members of the Advisory Team, with their affection, responsibility, intelligence and experience, continue to contribute and help their homeland.
Highly agreeing with the directions in 2023 proposed by the Advisory Group; the head of the Provincial Party Committee requested that the members of the Group continue to give specific comments on the draft report summarizing 10 years of implementing Resolution 26 of the Politburo on Nghe An and the draft new Resolution on Nghe An prepared by the Central Economic Commission in coordination with the province.

At the same time, the Advisory Group, from its perspective, contributed comments to the draft mid-term review report of the 19th Provincial Party Congress, term 2020 - 2025; re-evaluated the use of resources and policies of the province in the following areas: Agriculture, health, education, culture - arts, science - technology, investment attraction; first of all, policies on agriculture and investment attraction. Along with that, researched the operating model of the Provincial Investment, Trade and Tourism Promotion Center and the Public Administration Service Center.

On that basis, the Advisory Group provides specific recommendations and solutions to implement the targets of the Resolution of the 19th Provincial Party Congress, which are still difficult; points out inappropriate policies of the province; advises on new policies; proposes a model of organizational structure, scientific management, specifically for the fields of Investment Promotion, Trade and Tourism, and public administration services.
The head of Nghe An Provincial Party Committee also requested the Advisory Group to research, propose and introduce effective domestic models for the province to improve the operational efficiency of agricultural and forestry farms in the area after reorganization; as well as the issue of planning 3 types of forests.
Concluding the meeting, Chairman of the Provincial People's Committee Nguyen Duc Trung affirmed that the role, contribution, consultation and sharing of the Advisory Group in 2022 are very important; thereby contributing to the results achieved by the province last year.

Regarding the contents raised by the Advisory Group after the recent field survey in Quy Hop district such as: re-evaluating the operational efficiency of agricultural and forestry companies after equitization; promoting mineral resources; evaluating land use, infrastructure investment, agriculture, etc., the Chairman of the Provincial People's Committee also analyzed some related contents and said that the province will review the opinions and recommendations of the Advisory Group to have a specific solution roadmap on that basis.
In the coming time, the Chairman of the People's Committee of Nghe An province hopes that with his intelligence, talent, rich practical experience, enthusiasm, responsibility, and dedication, in addition to implementing the contents proposed by the Group and the 5 contents "ordered" by the Provincial Party Secretary, the Advisory Group will participate in giving opinions on 2 more contents: the Project to expand the administrative boundaries and urban space of Vinh city and research and advise the province on mechanisms and policies to develop the West, especially the development of the forestry economy after the Politburo approves the Summary report of 10 years of implementing Resolution No. 26 and is expected to issue a new Resolution on Nghe An.
