Accordingly, to ensure safety in the face of the Covid-19 epidemic for staff and teachers, the Opening Ceremony of the 2020 - 2021 school year will only organize the Ceremony with the following contents: Welcoming first-grade students, saluting the flag, singing the National Anthem, declaring the reason, introducing delegates, reading the letter from the President on the occasion of the opening of the new school year, and opening speech.(brief), beating the drum to open the school year and speeches by leaders, launching the Good Teaching - Good Learning competition. Before the opening day, schools also need to carefully prepare all conditions for the opening ceremony; have plans to overcome rain and storms so that the opening ceremony takes place smoothly, solemnly and economically; create joy and excitement to encourage teachers, students and people in the area to enter the new school year.

In preparation for the new school year, the Department also requires educational institutions to proactively and actively advise Party committees and authorities at all levels to direct, inspect and take measures to overcome difficulties, speed up the construction and repair of school facilities, purchase additional teaching equipment; prepare conditions for meals and accommodation for boarding and semi-boarding students; implement policies for students, pay attention to students who are children of martyrs, war invalids, sick soldiers, families with meritorious services, students from ethnic minorities, poor students, students with disabilities; encourage students who drop out of school to return to class.

However, because the opening ceremony took place during a time of risk of an epidemic, the Department decided to only organize the Ceremony and not the Festival like previous years.
