In adolescence, 9 teams are divided into 2 groups. Group A has 5 teams, Group B has 4 teams. The teams in the group will compete in a round robin, selecting the top 2 teams to compete in the semi-finals.
Group A includes the teams:Cua Lo town, Ky Son, Yen Thanh, Do Luong, Vinh city.
Group B includes the teams:Hoang Mai Town, Quynh Luu, Que Phong, Hung Nguyen.
In childhood, 19 teams are divided into 5 groups. In these groups, the 5 group winners and 3 second-placed teams with the best goal difference will be selected to compete in the quarter-finals. In the group with 3 teams, only the group winner will be selected to compete in the quarter-finals.

Group A consists of the teams: Dien Chau, Con Cuong, Thai Hoa town, Hung Nguyen.
Group B consists of the teams: Cua Lo Town, Do Luong, Quy Chau, Thanh Chuong.
Group C consists of the teams:Tuong Duong, Nghia Dan, Nam Dan, Hoang Mai town.
Group D includes the teams:Vinh City, Yen Thanh, Quy Hop, Que Phong.
Group E includes the teams:Nghi Loc, Tan Ky, Quynh Luu.
