Vietnam Union of Science and Technology Associations works with Nghe An Provincial Party Committee on gathering and developing intellectuals

The delegation was led by Comrade Phan Xuan Dung - Party Secretary, President of the Vietnam Union of Science and Technology Associations.

INTELLECTUAL TEAM IS THE STRENGTH OF NGHE AN

Identifying the intellectual team as both a strength and a particularly important resource creating strength in the development strategy, the Provincial Party Committee, People's Council and People's Committee of Nghe An province have issued many important mechanisms and policies to employ, reward, train, foster and honor intellectuals; improve the Party's leadership, create favorable conditions for intellectuals to affirm, develop and contribute.

The Nghe An Union of Science and Technology Associations was established by the Provincial Party Committee in 1985, becoming one of the first four localities in the country to establish a socio-political organization representing intellectuals working in the fields of science, technology and engineering.

By 2022, Nghe An province's intellectual team will be more than 65,100 people, of which 12,175 will work in research and development organizations; this is a human resource with good expertise and professional skills, and is a pioneer in the province's scientific and technological activities.

Nghe An province's intellectuals have made many important contributions to the process of industrialization, modernization, and socio-economic development; as well as in consulting and criticizing policies and guidelines.

At the meeting, based on the assessment of some limitations and difficulties from practice, Nghe An province proposed that the National Assembly promulgate laws, the Government and relevant ministries and branches promulgate legal documents so that the Union of Science and Technology Associations can operate more smoothly; at the same time, review existing policies, promulgate new mechanisms and policies to ensure that intellectuals enjoy full material and spiritual benefits commensurate with the value of the results of creative labor; have mechanisms to accelerate the comprehensive development of the science and technology market.

Nghe An also requested the Party Delegation of the Vietnam Union of Science and Technology Associations to lead and direct to advise the Government to soon issue documents specifying the organizational structure of the provincial Union of Science and Technology Associations to facilitate the direction of consolidation, improvement of organization and implementation of tasks; implementation of programs and projects on socio-economic development in the province; support the Nghe An Provincial Union of Science and Technology Associations to perform the tasks of propaganda, dissemination of scientific and technical knowledge, consulting, criticism and social appraisal.

Nghe An also requested support to promote consulting activities, disseminate scientific knowledge to remote areas; link science and technology with production and life, and implement some social criticism and appraisal work in some key areas.

CONTINUE TO HAVE NEW SOLUTIONS AND POLICIES TO ENCOURAGE INTELLECTUALS TO DEVELOP AND CONTRIBUTE

Speaking at the meeting, Secretary of Nghe An Provincial Party Committee Thai Thanh Quy shared that the Party Delegation of the Vietnam Union of Science and Technology Associations worked with localities to show close attention, focusing on the grassroots level, together with local Party committees and authorities paying attention to the activities of the provincial Union of Science and Technology Associations.

With a province that has a tradition of studiousness, love of learning, even studying hard, determined to succeed, the Secretary of Nghe An Provincial Party Committee emphasized that this is an important foundation for forming a class of intellectuals from Nghe An who have become famous and successful in many fields at home and abroad.

Therefore, in the development process, Nghe An considers this a strength, thereby paying attention to caring for and promoting the intellectual team as well as promoting scientific and technological activities, innovation to contribute to the socio-economic development of the province, especially in the fields of education, training, health care;...

Regarding the socio-economic development situation of the province, Provincial Party Secretary Thai Thanh Quy frankly acknowledged that in the development process of Nghe An, the contribution of science and technology to GRDP growth is still at a moderate level, so the province is very interested in solutions to continue to increase the contribution rate of science and technology to economic growth.

Through the opinions and proposals of the members of the working delegation, the Secretary of the Nghe An Provincial Party Committee agreed and proposed that the Provincial Union of Science and Technology Associations study and sign a cooperation program with relevant units, first of all with the Department of Science and Technology, Department of Health, Department of Education and Training, Vinh University, associated with selecting specific content and the most effective implementation plan.

At the same time, the Provincial Union of Science and Technology Associations will study the mechanism to propose the province to gather intellectuals outside the province; advise on a pilot program to organize meetings with intellectuals in early spring, on that basis, evaluate and draw experience to organize annually; study and organize a ceremony to honor outstanding intellectuals of Nghe An every 2.5 years.

The Secretary of the Nghe An Provincial Party Committee also requested the Provincial Union of Science and Technology Associations to study and propose tasks for the province to consider assigning tasks, placing orders, and allocating financial resources for implementation; at the same time, the Department of Finance was assigned to pay attention to allocating funds to upgrade working equipment of the Provincial Union of Science and Technology Associations.

Thanking the Vietnam Union of Science and Technology Associations for their attention and support for the province in the recent development process, Provincial Party Secretary Thai Thanh Quy hopes that the province will continue to receive that attention, especially in the fields of disseminating scientific and technical knowledge to the people; participating in social criticism and appraisal in a number of fields such as: Sustainable development of Western Nghe An, development of marine economy, building civilized urban areas;...

Speaking at the meeting, comrade Phan Xuan Dung - Secretary of the Party Committee, Chairman of the Vietnam Union of Science and Technology Associations congratulated Nghe An on its socio-economic achievements. In particular, the achievements of the Party Committee and the people of the province in recent times show that the practical contributions of intellectuals inside and outside the province are inseparable.

Acknowledging the attention of the provincial leaders and the provincial political system to the intellectual team, comrade Phan Xuan Dung emphasized that Nghe An needs to continue to pay more and more attention to this important team; especially to perform well the tasks pointed out by the Secretary of the Nghe An Provincial Party Committee such as: Ordering, assigning tasks, consulting, criticizing and disseminating knowledge; having new policies to encourage and gather intellectuals.

Acknowledging and agreeing with Nghe An's recommendations, comrade Phan Xuan Dung affirmed that, with its responsibility, the Vietnam Union of Science and Technology Associations will continue to provide greater support to the Nghe An Province Union of Science and Technology Associations through specific tasks.
