(Baonghean.vn) - If previous votes of confidence were just "a reference information channel in evaluating cadres", now, with Regulation 96, this activity has become a factor in evaluating, arranging and using cadres.
This is truly a strong and drastic change, likened to "fire testing gold", becoming an important measure reflecting the capacity and performance of leaders and managers.
Regulations are not only for reference in evaluating cadres.
General Secretary Nguyen Phu Trong has stated that the vote of confidence is an assessment and recognition of the efforts, endeavors and achievements of each leader and manager. The result of the vote of confidence is not to hold anyone accountable nor to exclude anyone, but it is necessary to see each vote as a mirror, helping each person "self-reflection, self-correction"; continue to strive, practice in work, improve yourself, be worthy of the trust and hope of the Party and people.

For a long time, taking a vote of confidence has been considered a mechanism to monitor power and enhance political responsibility. As a leader or manager, one must constantly strive in work to ensure trust. Taking a vote of confidence is also a measure to remind and create the necessary pressure for the cadres being voted on to perform their duties well, be proactive, innovative, creative, decisive, dare to think, dare to do, dare to take responsibility, dare to face challenges in carrying out assigned tasks. Of course, those with low trust and reduced prestige will not be worthy to continue holding the position and should resign to be replaced by others.
Regulation 96 directs leaders and managers to consider resignation or job transfer as normal; reduces the situation of poor performance but still trying to "keep the seat", regardless of integrity and honor, thinking only of benefits for themselves and their families.

Of course, the first thing is still the awareness of training of each cadre and party member. Those who regularly cultivate and practice moral qualities, improve their sense of responsibility in work and their style and attitude in serving the people will be highly regarded. On the contrary, those who, because of individualism, infringe upon collective interests and the interests of the people will be eliminated. Regulation 96 is like a warning, awakening self-respect, and at the same time a necessary deterrent for each leader and manager. This is a step to further perfect the regulations and standards, demonstrating the strictness but also humanity in the Party's personnel work.
Regulation 96 has received much public attention and support from the people. This is expected to be a step to "legalize" the Party's policies, with a deterrent and warning effect for those in positions and power not to let the spiral of power get caught up in corruption and negativity. This regulation is considered to continue to concretize Regulation 41 of the Party on dismissal and resignation of officials and Conclusion 20 of the Politburo on the policy of job arrangement for officials under the management of the Politburo and Secretariat after being disciplined.
Many new pointsin the vote of confidence
Standing member of the Secretariat Vo Van Thuong has just signed on behalf of the Politburopromulgate Regulation No. 96-QD/TWon the vote of confidence for leadership and management positions in the political system. This is considered a strong and drastic change, likened to "fire testing gold" for each leader and manager.
The new point of this document is to provide more specific and strict regulations on the use of the results of the vote of confidence. Accordingly, those who have more than 1/2 but less than 2/3 of the low number of votes of confidence will be removed from the planning for higher positions; considered for dismissal from the positions they are holding, assigned to other jobs or resigned; or will be voted for confidence. According to the old regulations, those who have more than 1/2 of the low votes of confidence will only be considered for removal from the list of planning for higher positions.
A person with a low confidence score of 2/3 or more will be dismissed from his/her current position and assigned to a lower position without waiting for the end of his/her term or appointment period. Under the old regulations, a person with a low confidence score of 2/3 or more will be allowed to resign or be removed from office if he/she is deemed unfit for the job.

The vote of confidence conference can only be held when at least 2/3 of the summoned people are present. This is done in the third year (mid-term year of the Party Congress at all levels).
In particular, a more notable new point in Regulation 96 is the addition of criteria on exemplary behavior not only of the leaders and managers themselves but also of their spouses and children in complying with the State's policies and laws. In addition, the responsibility of setting an example for officials when taking a vote of confidence is also considered.
