At Nghen Town People's Committee(Can Loc - Ha Tinh), dozens of cows are being locked up by the authorities in the agency's garage. Next to that, dozens of bicycles and motorbikes of town officials and customers have to be temporarily left outside to make room for the cows.

These cows of local people are roaming freely on the highway, causing traffic obstruction.

Mr. Bui Viet Hung - Vice Chairman of Nghen Town People's Committee said that immediately after the province and district issued telegrams and official dispatches directing the handling of cattle and buffaloes roaming freely on roads, especially on National Highway 1A, Nghen Town People's Committee convened an urgent meeting, mobilizing all police forces of communes and villages to inspect and handle cattle and buffaloes roaming freely on roads. Notably, on November 1 and 2, the forces captured 30 cattle roaming freely on National Highway 1A.

Along with the handling of violations, Nghen town has also focused on propaganda work, organizing households to sign a commitment not to herd or let their buffaloes and cows roam freely on the road with vehicles participating in traffic, causing traffic safety and environmental sanitation problems. Households must bear joint responsibility if traffic accidents occur.

The handling of cattle owners who violate the law is highly supported by the people. However, according to Mr. Hung, the biggest difficulty at present is that there is no place to confine the cattle that are caught. While waiting for the handling, if the cattle die or get sick, it will be very complicated.

Mr. Trinh Dien Thuy - one of the households whose cattle were locked up admitted that letting cattle run wild on the road without a herder is a violation of traffic safety and environmental hygiene, which can cause many unfortunate traffic accidents. Mr. Thuy and many cattle breeders in the area also agreed with the government's handling and pledged not to repeat the offense.

In Nghe An, there are many roads that are often "blocked" by buffaloes and cows. However, the authorities are slow to take action.

Can Loc is a locality that has taken strong measures to deal with livestock owners who let their cattle roam freely on roads. Meanwhile, some other localities are still “shouting” and have not taken strong measures.

Previously, in the telegram of the Chairman of the Provincial People's Committee sent to localities, it was clearly stated: "The Chairmen of the People's Committees of districts, cities and towns must be responsible before the Provincial People's Committee and the Chairman of the Provincial People's Committee if the situation of cattle and buffaloes being let loose on roads, railways and in public areas is not handled, causing loss of traffic safety, environmental sanitation and urban beauty".

According to Article 10, Decree 46/2016/ND-CP, the penalty for people driving, leading animals, and driving animal-drawn vehicles violating road traffic rules is as follows:

Fines from 60,000 VND to 80,000 VND for one of the following violations: Controlling or leading animals on the wrong side of the road, entering prohibited roads, prohibited areas, entering the road section of motor vehicles; allowing animals to walk on the road without ensuring safety for people and vehicles participating in traffic...

Fine from 80,000 VND to 100,000 VND for one of the following violations: Leading an animal while driving or sitting in a road vehicle...

Fines from 400,000 VND to 600,000 VND shall be imposed on those who drive, lead animals, or drive animal-drawn vehicles onto the highway in violation of regulations.
