Minister's salary last year was only about 15 million VND.
The highest salary of a minister in 2019 was just over 15 million VND when applying the new basic salary of 1.49 million VND.
The Ministry of Home Affairs has just solicited opinions on a draft Government decree regulating basic salaries for cadres, civil servants, public employees and armed forces.
According to the report of the Ministry of Home Affairs, the current basic salary of 1.39 million VND/month is still too different from the regional minimum wage of the business sector and does not meet the minimum living needs of workers.
Specifically, the basic salary of 1.39 million VND/month only reached 41.62% compared to the average regional minimum wage in 2018 (3.34 million) and only reached 39.46% compared to the average minimum living needs in 2018 (3.522 million). This leads to many difficulties in the lives of cadres, civil servants, public employees and armed forces.

The Ministry of Home Affairs said that although the state budget is still facing many difficulties, in order to improve the lives of cadres, civil servants, public employees and armed forces, the National Assembly issued Resolution No. 70/2018, which stipulates the adjustment of the basic salary from VND 1.39 million/month to VND 1.49 million/month (an increase of 7.19%) from July 1, 2019.
Therefore, the development of a decree adjusting the basic salary level is necessary to implement the National Assembly's resolution.
If the new basic salary is applied to the salary scale of positions according to Resolution 730/2004 of the Standing Committee of the 11th National Assembly, ministers and heads of ministerial-level agencies will have 2 salary levels with levels above and below 15 million VND.
With salary level 1, ministers and heads of ministerial-level agencies have a coefficient of 9.70 multiplied by the basic salary of 1.49 million, resulting in a salary of 14.453 million VND. As for ministers and heads of ministerial-level agencies with salary level 2, the coefficient is 10.30 multiplied by the basic salary, resulting in a salary of 15.347 million VND.
Currently, the salaries of ministers are calculated based on the basic salary of 1.39 million VND, equivalent to 13.483 million VND for level 1 and 14.317 million VND for level 2.
