Important notes before registering a vehicle from August 15

From August 15, Circular No. 24/2023/TT-BCA will come into effect. Accordingly, there are many new points about vehicle registration stipulated in Circular No. 24 that people need to pay attention to.

Specifically, according to Clause 15, Article 3 of Circular No. 24/2023/TT-BCA, organizations and individuals who violate traffic order and safety without complying with the decision on administrative sanctions will not have their vehicle registration processed. After complying with the decision on traffic sanctions, they will be allowed to register their vehicles according to regulations.

Thus, if the traffic fine is not paid, the violator will not be able to proceed with the registration of another vehicle. In order to register a vehicle according to regulations, the vehicle owner must first complete the payment of the traffic fine.

According to authorities, this regulation will limit the number of violators leaving their vehicles or licenses behind to avoid paying fines due to high fines... Violators will also have to pay vehicle storage fees and have their licenses confiscated during the violation.

At the same time, from August 15, 2023, car and motorbike license plates will be issued and managed according to the vehicle owner's identification code, also known as the identification plate. The identification plate will follow the vehicle owner and not the vehicle. Therefore, when selling a vehicle, the vehicle owner must retain the vehicle registration certificate and license plate and submit them to the vehicle registration authority for revocation procedures.

Within 30 days from the date of vehicle ownership transfer, the vehicle owner must complete the revocation procedure. If the vehicle owner fails to complete the revocation procedure or hand over the vehicle registration certificate and license plate to the organization or individual receiving the vehicle ownership transfer to complete the revocation procedure within the deadline, he/she will be fined up to 8 million VND.

Managing license plates based on personal identification not only helps state management work become more effective but also brings many benefits to people such as when selling a vehicle, the old license plate can still be kept to register another vehicle; when moving headquarters or residence from another province or centrally-run city, the identification license plate can be kept.

At the same time, vehicles with 3-digit or 4-digit license plates can be changed to identification plates when the vehicle owner has a need, according to Clause 4, Article 39 of Circular 24/2023/TT-BCA.

In addition, owners of vehicles with identification plates are not limited to the number of vehicles they own. If a vehicle has been issued an identification plate, other vehicles can still be registered and issued new corresponding plates.
