Decree 46/2016/ND-CP stipulates a fine of 300,000 to 400,000 VND for drivers who open the car door or leave the car door open unsafely. In addition to the fine, those who commit the above act and cause a traffic accident will have their driver's license revoked for 2 to 4 months.
