Expanding the scope of asset declaration for officials.
(Baonghean.vn) - Voters in Nghe An province have proposed that the Government study the form and method of asset declaration for officials and civil servants to ensure that those declaring assets and income are truthful and accurate; and expand the scope of asset declaration for those holding official positions.
Regarding this matter, the Government Inspectorate responded as follows:
In order to enhance the effective implementation of asset and income transparency, the Government advised and submitted to the Politburo Directive No. 33-CT/TW dated January 3, 2014, on strengthening the Party's leadership over the declaration and control of asset declarations.
The government also issued Decree No. 78/2013/ND-CP dated July 17, 2013 on the Management of State Assets; the Government Inspectorate issued Circular No. 08/2013/TT-TTCP dated October 31, 2013 guiding the implementation of regulations on the Management of State Assets.

Through the implementation of Directive 33-CT/TW and the new regulations on asset and income declaration, it has been shown that, in general, all levels and sectors have paid attention to and actively implemented the legal provisions on asset and income declaration; the declaration and public disclosure have been carried out seriously and strictly, promoting the spirit of self-awareness, honesty, and responsibility of officials, civil servants, and Party members; and a basic database of asset and income declarations of people holding positions of power and authority has been initially formed.
| The rate of declaration and public disclosure of declarations is high (98 to 99%), and the number of people whose assets and income are verified is higher each year than the previous year (from 5 people in 2013 to 1,225 people in 2014). However, the verification of the accuracy of declarations is still limited because the competent authorities have not proactively monitored and verified asset and income declarations. |
To further improve mechanisms and policies, ensuring that asset declarants truthfully and clearly declare their assets and income, and to control the assets and income of officials and civil servants, the Government has directed, and the Government Inspectorate has completed, research on the Project to control the income of people holding positions of power and authority.
Going forward, after summarizing 10 years of implementing the Law on Anti-Corruption, the Government will propose specific amendments to the Law on Anti-Corruption, aiming to fully institutionalize the requirements in the Party's Resolutions related to asset declaration; internalize the regulations on asset declaration and control of public officials in the United Nations Convention against Corruption; and at the same time, more strictly regulate the declaration of assets and income, as well as specific measures to control the income of those in positions of power and authority, and severely punish all violations.
