Expanding the scope of asset declaration of people in positions of power
(Baonghean.vn) - Nghe An voters recommend: The Government should study the form and method of declaring assets of officials and civil servants to ensure that declarants must honestly and clearly declare their assets and income according to reality; expand the scope of asset declaration of people in positions.
On this issue, the Government Inspectorate responded as follows:
In order to effectively enhance the implementation of asset and income transparency (MBTSTN), the Government has advised and submitted to the Politburo to issue Directive No. 33-CT/TW dated January 3, 2014 on strengthening the Party's leadership in declaring and controlling asset declaration.
The Government also issued Decree No. 78/2013/ND-CP dated July 17, 2013 on MBTSTN; the Government Inspectorate issued Circular No. 08/2013/TT-TTCP dated October 31, 2013 guiding the implementation of regulations on MBTSTN.

Through the implementation of Directive 33-CT/TW and new regulations on asset and income declaration, it can be seen that, in general, all levels and sectors have paid attention to and actively implemented the provisions of the law on asset and income declaration; the declaration and publicity have been carried out seriously and strictly, promoting the spirit of self-awareness, honesty and responsibility of cadres, civil servants and party members; initially forming basic data on asset and income declarations of people with positions and powers.
| The rate of declaration and disclosure of declarations is high (reaching 98 to 99%), the number of people whose TSTN is verified each year is higher than the previous year (from 5 people in 2013 to 1,225 people in 2014). However, the verification of the truthfulness of declarations is still low because competent authorities have not actively monitored and verified asset and income declarations. |
To continue to improve mechanisms and policies, ensure that people who declare assets must honestly and clearly declare their assets and income and control the assets and income of officials and civil servants, the Government has directed and the Government Inspectorate has completed research on the Project to control the income of people with positions and powers.
In the near future, after summarizing 10 years of implementing the Law on Anti-Corruption, the Government will have specific proposals to amend the Law on Anti-Corruption in the direction of fully institutionalizing the requirements in the Party's Resolutions related to asset declaration; internalizing the regulations on declaration and control of public officials' assets in the United Nations Convention against Corruption, and at the same time more strictly regulating the declaration of assets and income as well as specific measures to control the income of people with positions and powers, and strictly handling all violations.
