Why can’t they fully develop their abilities when they return to live and work in their hometown? And why, although Nghe An’s provincial competitiveness has increased in recent years, it has not yet reached the top 10 of the country?” - Many people say Nghe An is a land of “talented people” but it is necessary to understand that only when the outstanding qualities of each individual are transformed into the good of the whole system can the spirit of enlightenment be promoted and Nghe An can develop dramatically.

The leaders and people of Nghe An must dare to face challenges. Only by facing challenges will we know who we are and what we can do.

Human is the greatest strength, and in this era of high technology, intelligence and creativity, Nghe An needs to pay special attention to the tasks of "education and training development" and "science and technology", considering these as two top priority strategic tasks.

It is necessary to identify the development of business forces and attracting strategic investors as a priority task, even the top priority of the coming period. The program for developing business forces has the following contents: Encouraging business development in the province; attracting a number of strategic investors with the capacity to create modern production chains and create a development portrait of the province; a program for innovation, start-up and creativity, with Vinh University as the mainstay.

To achieve its development goals, Nghe An needs to become “a place with strong attraction for large investments, talented people and rich people”. These are the three most important strategic partners, forming the main driving force for the province’s development in the coming period. Efforts to reform the province’s institutions and strategic policies in the 2020-2025 period must focus on prioritizing the implementation of these priority tasks and solutions.

The province needs to pay attention to directing the solution of the risk of desertification in the Nam Dan - Hung Nguyen - Nghi Loc - Vinh City area. The Nam - Hung - Nghi - Vinh Irrigation System is a system of electric pumping stations. The water source for the pumping station is from the Lam River through the Nam Dan sluice. The water level of the Lam River upstream of the sluice is designed to be 1.15. In recent years, the water level has only reached -0.4 to -0.6. The management unit must be on duty to open and close the sluice to take advantage of high tides to get water into the system to prevent saltwater from entering the system.

The water level in front of the sluice is too low because of: Climate change; sand dredging makes the riverbed deeper and deeper; conflict of interests between hydropower and irrigation... Especially in the near future, when the project to upgrade the Northern irrigation system is completed, it will take water from the Lam River with a flow rate of 37.7 m³/s up to 43 m³/s increases the risk of Lam River water level in front of Nam Dan sluice getting lower... If we do not pay attention to this problem, desertification will occur, and we will not be able to react in time.

In Western Nghe An, it is necessary to strongly develop agriculture on a large scale. Nghe An's agriculture is currently quite comprehensive but is still a small, fragmented model, requiring the application of high technology, organic agriculture, green agriculture into production, farming, processing and developing product brands for export to foreign countries.

Regarding tourism, compared to other places, we still develop slowly. There are not many high-class tourist areas in the province. Tourism within and outside the province still lacks connection between types and regions to create product diversity. Therefore, the length of stay of tourists when coming to the province is very short.

Regarding human resources strategy, Nghe An needs to pay attention to attracting talent. We need to attract talented people, rich people, first of all, Nghe An children who are living in and outside the country to build their homeland, including intelligence, science, technology, and financial resources. If they do not return, we must find a way to help our homeland.

Finally, we need to pay more attention to building the Vietnam - Laos relationship. Nghe An, more than ever, more than any other locality, must attach importance to this special friendship so that the friendly country can become a support for the province's development.
