Implementing Plan No. 179-KH/TU dated March 14, 2019 of the Provincial Party Committee Standing Committee on inspecting, reviewing and evaluating the implementation of programs and projects to implement the Resolution of the 18th Provincial Party Congress, on the morning of September 10, Inspection Team No. 1 conducted a field survey of a number of works and projects in the area. The team was led by Comrade Bui Thanh An - Member of the Standing Committee, Chairman of the Provincial Party Committee's Inspection Committee.

Cua Lo clean water project extended for the third time

The delegation inspected the process and progress of the Cua Lo town water plant project, located in Nghi Hoa commune (Nghi Loc), part of the Cua Lo town water supply system upgrade and expansion project.

According to the report of the Department of Construction and the leaders of Cua Lo town, this is a project to supply domestic water to the people of Cua Lo town with a domestic water production capacity of 3,000m3/day/night is increased to 13,0003/day/night.

According to the design, the main items include: Water plant with capacity of 10,000m3/day/night in Nghi Hoa commune; Office area and booster pump station in Nghi Huong ward (Cua Lo); Water pipeline system from the factory to Cua Lo town and transmission and distribution.

The project is built on an area of ​​8.07 hectares. Accordingly, the factory uses raw water from Phuong Tich River, flowing through Nghi Phuong and Nghi Hoa communes (Nghi Loc district) and Dao River from Nam Dan and Hung Nguyen districts with items such as: water intake works, water reservoirs, raw water pumping stations, treatment clusters, clean water tanks, secondary pumping stations, chemical houses, sludge collection pits and auxiliary works.

The booster pumping station in Nghi Huong ward is built on an area of ​​1.25 hectares. The transmission and distribution network is about 52.6km, the service network is about 241.8km and there are about 7,352 customer connection points.

The project has a total investment of 16,284 million USD (equivalent to 363,533 billion VND), of which: loan capital from the Asian Development Bank (ADB) is 13,551 million USD equivalent to 302 billion 516 million VND; counterpart capital is 2,733 million USD equivalent to 61 billion 107 million VND.

Actual inspection at the site shows that the project is currently only about 90% complete. While according to schedule, it should be completed and put into use in 2018.

According to the representative of the investor, Cua Lo Water Supply Joint Stock Company, the reason for the project's delay is due to problems in site clearance and other objective issues that arise. According to the plan, the project will be put into operation by November 2019.

Speaking at the meeting, Comrade Bui Thanh An - Chairman of the Provincial Party Committee's Inspection Committee emphasized that the Project to Upgrade and Expand the Water Supply System of Cua Lo Town is one of the key projects, belonging to the program and project to implement the Resolution of the 18th Provincial Party Congress.

Therefore, the project owner, leaders of Cua Lo town and related units must pay attention and make efforts to soon complete and put into use.

In addition, clean water is a special commodity, so the factory needs to strictly manage input and output raw water sources; it is necessary to install a monitoring system at the factory and publicize the quality of the water source.

Moreover, this is a 100% equitized project, so when it goes into business, there must be a consensus on prices, ensuring that they are suitable for real life.

Fishing boats "invade" commercial ports

Next, comrade Bui Thanh An and the working delegation inspected the project to build a dike to prevent landslides on the right bank of Nam Cam River and a place to anchor boats to avoid natural disasters in Nghi Tan ward (Cua Lo town); and inspected the project to upgrade wharfs No. 5 and No. 6 of Cua Lo Port.

The project to build an embankment to prevent landslides on the right bank of Nam Cam River and a place to anchor boats to avoid natural disasters in Nghi Tan ward (Cua Lo town) is divided into 2 phases.

According to the plan, phase 1 construction will start in 2007 and be completed in 2015; phase 2 will start in 2017. The total investment for the two phases is nearly 174 billion VND. The capital source is from the central budget and land exploitation.

According to the design, the project has main items such as: building a revetment system from behind the Ba Ra Nghi Quang sluice gate (Nghi Loc) to the Cua Lo town revetment line with a length of more than 1.1 km; leveling the ground inside the revetment to serve the resettlement and resettlement with a total area of ​​more than 200,000 m2; Dredging 2 fishing boat anchorage areas and access channels with an area of ​​nearly 70,000 m2, length about 700m; leveling area over 28,600 m2; build 5 routes with a total length of 1.8km, width from 6 - 14m; build a wharf with a length of 110m, width of 7m.

Currently, the items in phase 1 have been basically completed. Phase 2 is still unfinished. According to the report of the Department of Agriculture and Rural Development of Nghe An, there is still a shortage of 31.2 billion VND to implement some important items.

In particular, the wharf serving the needs of fishermen to enter and dock has not yet been constructed. Therefore, for a long time, many fishing boats have been anchored in commercial wharves of Cua Lo Port. This causes insecurity for the fishermen themselves and greatly affects the activities of entering and exiting the channel, loading and unloading goods at Cua Lo Port.

This fact was also reported by the representative of Cua Lo Port Company Limited (abbreviated as Cua Lo Port) to the Inspection Team. Thereby, it is proposed that relevant agencies and departments soon have solutions to ensure safety and maintain stable operations here, especially in the context of many large tonnage ships entering and leaving the port every day to load and unload goods.

Currently, Cua Lo Port is managing and operating 6 wharves, of which wharf No. 5 was invested and built in 2016, and can serve ships with a capacity of 30,000 tons. Wharf No. 6 is currently in the process of dredging and leveling the ground. Both wharves are built on an area of ​​20 hectares.

Discussing at the project site, the Chairman of the Provincial Party Committee's Inspection Committee requested the leaders of Cua Lo Port to use solutions to speed up the construction progress of Port No. 6, while focusing on dredging the channel to ensure that ships with a capacity of 50,000 tons can enter and exit.

In addition, when the port system is completed, it is also necessary to invest in building and perfecting the logistics and service network to best serve the activities here.

Comrade Bui Thanh An also requested Cua Lo Port to coordinate with the town government and related units to focus on mobilizing and propagating fishermen to ensure maritime safety and anchor at the right location. For any arising issues, relevant agencies and units will be proposed to resolve them.

Also in the morning, the inspection team conducted a field survey to deploy the construction of an overpass on National Highway 46B, the section running through Hung Tay commune (Hung Nguyen).
