First National Party Congress:

The Nghe-Tinh Soviet (1930-1931) was an unprecedented historical revolutionary event in the colonies. The French Empire carried out a white terror, plotting to drown the movement in a sea of ​​blood, but from here, the Party's bases were soon restored. There were core Party members from this land who soon contacted the Party's Overseas Activities Committee at that time, chaired by comrade Le Hong Phong. Thanks to that, the First Congress of our Party was convened in Macau (China) in March 1935. Two comrades from the Nghe An delegation, Ngo Tuan and Vo Nguyen Hien, were sent as delegates to attend. At this Congress, comrade Le Hong Phong was elected General Secretary of the Party. A while later, comrade Ha Huy Tap replaced him, followed by comrades Nguyen Van Cu, Truong Chinh...

The Second Congress of the Party was held from February 11 to 19, 1951 in Vinh Quang Commune, Chiem Hoa District, Tuyen Quang Province. The Congress had 158 delegates attending. The Congress decided to promote the resistance war against French colonialism to complete victory and discussed bringing our Party into public operation. The Congress elected President Ho Chi Minh as Chairman of the Party Central Committee and elected comrade Truong Chinh as General Secretary. The Nghe An Party delegation attending this Congress was led by comrade Minh Chau (Secretary of the Provincial Party Committee).

Held in Hanoi (from now on, all National Congresses of the Party were held in the capital Hanoi) from September 5 to 10, 1960, with 500 delegates attending. The Congress outlined the path to building socialism in the North and fighting to liberate the South and unify the country. President Ho Chi Minh was re-elected as Party Chairman. Comrade Le Duan was elected as First Secretary (i.e. General Secretary) of the Party Central Committee.

The Nghe An delegation attending the 3rd Congress was led by Comrade Vo Thuc Dong - Secretary of the Provincial Party Committee. The delegation brought to the National Party Congress the achievements that the province has just achieved. The most prominent was the successful establishment of 670 agricultural cooperatives, including 18,556 households, of which 12 cooperatives met high standards. At this National Party Congress, Comrade Vo Thuc Dong was elected to the Party Central Committee.

Meeting from December 14 to 20, 1976, with 1,000 delegates from all over the country attending, was the Congress to summarize the victory of the cause of fighting against the US to save the country, unify the country and bring the whole country to socialism. The Congress elected comrade Le Duan as General Secretary.

The delegation of Nghe Tinh province attending the Congress was led by Comrade Nguyen Si Que - Secretary of the Provincial Party Committee. The delegation brought to the Congress new achievements of the province, including the groundbreaking of the Ke Go irrigation project and the work of land reclamation and economic development. At this Congress, Comrade Truong Kien, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Nghe Tinh province was elected as an alternate member of the Party Central Committee.

Meeting from February 27 to March 3, 1982, decided on major issues of economic development, in which agriculture was considered the top front. Comrade Le Duan and then Comrade Truong Chinh (July 1986 - December 1986) were elected General Secretary of the Party Central Committee.

The delegation of Nghe Tinh Party Committee attending this Congress was led by Comrade Nguyen Ky Cam - Secretary of the Provincial Party Committee. The provincial delegation brought to the National Party Congress the achievement that the districts of Quynh Luu, Yen Thanh, Duc Tho, Can Loc, Hung Nguyen, and Do Luong achieved an average rice yield of 5 tons/ha, bringing the total rice output of Nghe Tinh in 1981 to 722,000 tons (the highest since 1976). Comrade Nguyen Ky Cam was elected to the Party Central Committee.

The Congress met from December 15 to 18, 1986. The Congress decided to comprehensively renovate the country in the direction of socialism. Comrade Nguyen Van Linh was elected General Secretary of the Party Central Committee.

The delegation of Nghe Tinh Party Committee attending the Congress was led by Comrade Nguyen Ky Cam - Secretary of the Provincial Party Committee. The delegation brought to the Congress the determination of the province in the coming years to carry out the renovation process well, bringing the annual food output of the province to 950,000 tons or more and by 1990 the total value of local industrial production of Nghe Tinh will be 2 billion 800 million VND.

On February 14, 1987, comrade Nguyen Ky Cam - Member of the Party Central Committee resigned from the position of Secretary of Nghe - Tinh Provincial Party Committee to hold the position of Minister of Labor - Invalids and Social Affairs; comrade Nguyen Ba held the position of Secretary of Nghe An Provincial Party Committee.

Meeting from June 24 to 27, 1991, the Congress continued innovation, decided to open up and integrate internationally, firmly adhere to the socialist goal, take Marxism-Leninism and Ho Chi Minh Thought as the compass for all revolutionary actions of our Party and People. Comrade Do Muoi was elected General Secretary of the Party Central Committee.

The delegation of Nghe An province attending this Congress was led by Comrade Nguyen Ba - Secretary of the Provincial Party Committee. The new achievement of the province presented to the Congress was that Nghe An promoted joint ventures and investment cooperation, thereby creating new products such as: beer, frozen meat, instant noodles, knitting, leather. Non-state industry was encouraged. In 1990, the province's electricity output increased by 90,000 KW/hour. Comrade Nguyen Ba was re-elected to the Party Central Committee.

The 8th National Party Congress:

Meeting from June 28 to July 1, 1996, summarizing 10 years of renovation and deciding on the policy of promoting industrialization and modernization for the purpose of a rich people, strong country, fair, democratic and civilized society. Comrade Do Muoi was elected General Secretary and then Comrade Le Kha Phieu (from December 1997 to April 2001).

The delegation of Nghe An Party Committee was led by Comrade Nguyen Ba - Secretary of the Provincial Party Committee. The delegation brought to the Congress the achievements of 5 years of renovation in Nghe An. In 1995, the province achieved nearly 667,000 tons of food, 24.2 million USD of export goods, and the local budget revenue reached 291 billion VND, an increase of 37% compared to 1994. Comrade Nguyen Ba was re-elected to the Party Central Committee.

Meeting from April 19 to 22, 2001. The Congress decided to promote industrialization, science, and modernization of the entire national economy in the direction of socialism. Comrade Nong Duc Manh was elected General Secretary of the Party Central Committee.

The Nghe An delegation attending the Congress was led by comrade Truong Dinh Tuyen. That was when Nghe An had achieved many new achievements: in 2000, the whole province achieved 850,000 tons of food. What was new was that in the same year, the province had 13,000 hectares of aquaculture area, bringing the total catch to 29,000 tons and seafood exports to 4 million USD.

Meeting from April 18 to 25, 2006. The Congress determined to strengthen economic development, set out the direction for the national economic plan 2006 - 2010, and continue to integrate and develop the country. Comrade Nong Duc Manh was elected General Secretary of the Party Central Committee.

The delegation of Nghe An Party Committee was led by Comrade Nguyen The Trung - Secretary of the Provincial Party Committee. The achievements of Nghe An Party Committee and People presented to this Central Congress are: In 5 years (2001 - 2005), Nghe An's growth rate reached 10.3%; agriculture, industry and trade - services developed equally. In the economic structure of the province, the proportion of agriculture was from 44.3% in 2000, to 2005: 34.2%. That was also the period when Nghe An successfully implemented the campaign to study and follow the ideology and morality of President Ho Chi Minh; effectively implemented the programs: hunger eradication and poverty reduction, solidarity to build cultural life in residential areas and practice democracy at the grassroots level. Comrade Nguyen The Trung was elected to the Central Executive Committee of the Party.

11th National Party Congress:

The Congress met from January 12 to 19, 2011. The Congress's goal was to continue to enhance the Party's leadership and fighting capacity; promote the strength of the entire nation, comprehensively promote the renovation process, and create a foundation for Vietnam to become a modern industrialized country by 2020. Comrade Nguyen Phu Trong was elected General Secretary of the Party Central Committee.

The Nghe An Party delegation attending this National Party Congress consists of over 25 members led by Comrade Phan Dinh Trac - Secretary of the Provincial Party Committee. The Nghe An delegation presented to the Central Congress the determination that from 2011 to 2015, the province will strive to achieve a GDP growth rate of 11-12% per year. The average GDP per capita will reach 33-34 million VND; the poverty rate will decrease by an average of 2% per year. Comrade Phan Dinh Trac was elected to the Party Central Committee.

12th National Party Congress:

The Nghe An Party Delegation to attend the 12th Congress consisted of 29 members (5 female delegates), led by Comrade Ho Duc Phoc - Provincial Party Secretary. The delegation presented to the Central Congress the determination of the Nghe An Party Committee and People: "Strive to increase agricultural production in the 2016-2020 period to 4.5 to 5.0%" (annually). And "increase the average annual industrial-construction production value by 15-16%".

Now we are standing on the threshold13th National Congressof the Party. The Nghe An Party delegation consists of 35 comrades (including 2 alternate delegates, 6 female delegates, 4 Central delegates assigned to work with the delegation). The delegation will be led by comrade Thai Thanh Quy - Alternate member of the 12th Party Central Committee, Secretary of the Provincial Party Committee.

The delegation will present to the National Party Congress the striving goal of the Nghe An Party Committee in the coming time: "Building a clean and strong Party Committee and political system; promoting the historical and cultural traditions of Nghe An people, proactively innovating and creating, bringing Nghe An to develop quickly and sustainably so that by 2025 Nghe An will become a fairly developed province in the region and by 2030 it will become a fairly developed province in the country".
