"There was a candidate who declared that he taught 72 periods for this subject, but when the program was checked, students only had to study 30 periods. Another case claimed that he had a scientific research topic, but when checked, there was no decision to assign that topic...",Mr. Bang said.

The inspection team also discovered that some candidates declared that the curriculum had not been selected by the university principal to be taught, but were still given points.

As per the rules,The seniority of professors and associate professors must be calculated by teaching hours for university level, that is, they must teach university, master's or doctoral classes, but some people declare to teach training or college programs.

Sharing about the responsibilities of the councils in reviewing the applications of professor and associate professor candidates, Vice Chairman of the State Council for Professor Titles Bui Van Ga said that there are 3 levels with clearly assigned tasks.

The basic professorship council is responsible for reviewing administrative procedures and verifying the candidate's evidence and documents that have been confirmed by the educational institution before submitting them to the industry council. At this level, the professional assessment of the candidate is not emphasized.

The Council of Professors at the industry/interdisciplinary level is responsible for assessing the expertise and scientific quality of candidates. This level no longer assesses records on administrative procedural standards..

At the state level, the Council only conducts procedures to review candidates who meet the criteria reported by the basic and industry councils to assess whether or not they meet the standards for the title of professor or associate professor.

"The State Council is not required to re-evaluate the expertise or review the paperwork of the candidate's application. But when there is a complaint about the quality, the Council will verify or coordinate with the Ministry's inspector to re-examine the application and must find all original evidence," said Mr. Ga.

According to Professor Ga, the responsibility for allowing unqualified applications to reach the state level lies with the grassroots council, the leaders of the educational institutions that have confirmed the applications, especially the applicants."Some places are lenient in signing confirmation of teaching hours even though candidates do not have all the necessary evidence," said Mr. Ga.

In the upcoming decision on standards and procedures for appointing and dismissing professors and associate professors, Mr. Ga said that it will clearly define who is responsible when violations occur or when substandard applications are allowed to slip through. This document also provides sanctions for those who incorrectly confirm the application for candidates.

At a meeting with the Government on April 2, Minister of Education and Training Phung Xuan Nha announced that he "will continue to handle educational institutions that incorrectly recognize teaching hours for candidates and make them public."

On February 2, the State Council for Professor Titles announced a list of 1,226 candidates meeting the standards for professors and associate professors in 2017. The number of people meeting the standards is 1.7 times higher than in 2016 and 2.3 times higher than in 2015, causing public opinion to doubt the quality of candidates in the "sweep train" before the new standards were set.

On February 8, the Prime Minister requested the Minister of Education - Chairman of the State Council for Professor Titles - to carefully review and ensure the quality of the recognition of professors and associate professors in 2017.

On March 6, the State Council for Professor Titles announced the decision of the Minister of Education and Training, the Chairman of the Council recognized 1,131 people who met the standards for the title of professor and associate professor in 2017. One person withdrew, the remaining 94 people, including many officials, were verified by the Inspectorate of the Ministry of Education.

As a result, 41 people were not qualified for recognition and some cases withdrew. Thus, after the 2017 candidate profile review, the country has 83 more professors and 1,101 associate professors.
