Look straight, tell the truth

In the previous stages, when awareness and thinking had not yet gone beyond the bamboo fence of the village, life was mainly self-sufficient, self-satisfaction, fear of hardship, conservatism, and stagnation weighed heavily on Thanh Chuong people, including cadres and party members. Therefore, there was a time when bringing new scientific and technological advances such as hybrid rice, Sind crossbred cattle, or new scientific and technological advances into Thanh Chuong area was extremely difficult.

However, along with the general development of society, especially the conditions for exchange and expansion to the outside, it has helped cadres, party members and people broaden their understanding with new approaches. Therefore, conservative, narrow-minded and stagnant thinking has changed in a positive direction.

There have been ideas that dare to think, dare to accept challenges, break out of stability and safety to change things, from breakthroughs in leadership and direction of officials to bold changes in people's way of doing business. These are ideas of "surpassing oneself" to create bright spots in local socio-economic development.

However, looking at the general level of the whole province, Thanh Chuong has not yet created a clear and comprehensive development but is in a "average" form. In particular, the average income per capita in the district is lower than the average of the whole province, although the locality has a tradition of studiousness and good study; Thanh Chuong children who are far from home are very successful.

The Party Committees and authorities in Thanh Chuong boldly looked straight at this and clearly analyzed the cause: besides the objective factors, the important thing lies in the conservative, stagnant, narrow-minded, and fear of difficulties ideology among the cadres and people. Comrade Phan Dinh Ha - Head of the District Party Committee's Propaganda Department, shared: In order to push back and overcome conservative, stagnant, and fear-of-difficulty thinking, first of all, each Party Committee, agency, and unit needs to clearly recognize the manifestations, from which to propose effective solutions. Therefore, in the process of developing the project, the District Party Committee's Propaganda Department advised the District Party Committee's Standing Committee to organize an investigation by sending a set of questions for Party cells as well as grassroots Party Committees and the District Party Committee to discuss democratically and frankly.

Thereby answering the question of whether or not, the severity, the mildness and the specific manifestations of conservatism, stagnation, narrow-mindedness, fear of difficulties, and early satisfaction at each level. This is considered a step of "pre-" propaganda of the project at the grassroots level. Accordingly, most party committees at all levels affirmed that these manifestations exist among cadres, party members and people; at the same time, clearly pointed out the specific signs, clarified the subjective and objective causes and solutions to overcome them.

Regarding Thanh Khe commune, giving an example of conservative, narrow-minded, and afraid-of-difficulty thinking among cadres, party members, and people, comrade Nguyen Van Hao - Party Secretary of the commune, said: Conservative thinking among cadres is the determination of goals, targets, tasks, and solutions to implement political tasks that are not close to local reality; not daring to innovate leadership, management, and operation styles; not daring to look at one's own mistakes in handling work, handling complaints, and letting citizens complain to superiors.

As for party members and people, it is conservatism in changing the structure of crops and livestock, thinking that production as it has been for a long time is good enough, there is no need to apply new scientific and technological advances; cultural lifestyle is also good enough, there is no need to change; or conservatism, not accepting the conclusions of authorities at all levels in resolving complaints and denunciations, even though the authorities have resolved them satisfactorily.

Similarly, in Thanh Dong commune, comrade Nguyen Van - Deputy Secretary of the Commune Party Committee said: Cadres and Party members are conservative, leading to fear of difficulties, waiting, relying, being satisfied early, not daring to innovate in a positive, progressive direction. Therefore, the methods and ways of leadership and direction have not really been innovated and determined to move the local movement and each hamlet forward; including in resolving petitions, complaints, denunciations and issues of concern to the people.

Subordinate cadres do not want to solve the work within their authority and responsibility but rely on their superiors; professional cadres do not want to worry about finding solutions to advise leaders, but instead wait for the direction of leaders; cadres of this sector and organization rely on work of other sectors and organizations. On the part of the people, they still wait and rely on the state and the collective, so they are not really enthusiastic and agree to contribute to building and repairing roads, schools... Regarding the idea of ​​early satisfaction, that is, considering the level of completion of their tasks as good as they are, not working hard to study to improve their qualifications, expertise, and profession to make work more effective, among cadres and people, they think that production like this is enough to eat, there is no need to expand or invest more...

Solutions and changes

According to comrade Dang Anh Dung - Standing Deputy Secretary of Thanh Chuong District Party Committee: From the reality, the Party committees and authorities at all levels in Thanh Chuong all recognize and determine that overcoming conservative, stagnant, narrow-minded, afraid of difficulties, and complacency is necessary; at the same time, it is a long-term task. However, there must be appropriate methods and steps, each step must be taken with certainty. And also according to comrade Dang Anh Dung, the most comprehensive solution is to innovate and strengthen propaganda work, making each cadre, party member and citizen recognize the manifestations of conservatism, stagnation, narrow-mindedness, afraid of difficulties, complacency, thereby being aware of finding solutions to overcome them in each organization and individual.

Along with that, it is necessary to promote the study and follow of Ho Chi Minh's ideology, morality, and style and Resolution 4 of the Central Committee (12th term), especially focusing on overcoming and correcting shortcomings and limitations through self-criticism. On the other hand, agencies, units, and localities need to pay attention to increasing exchanges, learning, visiting and studying good practices, effectively, flexibly, and creatively applying them to local and unit practices...

Based on the general overall solutions proposed by the District Party Committee, the Party Committees at all levels based on the local and unit situation proposed appropriate solutions and initially created some positive changes. It was generally noted that the cadres cared for and had better awareness of their work, especially in solving difficult and existing problems at the grassroots level.

For example, in Thanh Khe commune, the Party Committee and the government have focused on resolving problems to issue land use right certificates to people, with more than 90 households being granted. In addition, they have focused on mobilizing people to implement the new rural criteria and mobilizing people to donate land without compensation to widen the district road passing through the commune for more than 1 km.

Meanwhile, Thanh Tien commune focuses on innovating leadership, direction and implementation, bringing resolutions into life, through reviewing and supplementing the system of working regulations of organizations and units, associated with close inspection and supervision; strengthening coordination between Party committees, authorities, the Fatherland Front and mass organizations.

For the local people, the most obvious change is daring to change their thinking, thinking, and doing, through responding to the implementation of a number of projects to develop orange trees, pomelos, Thanh Chuong hill chickens, etc. that the district is implementing. Particularly for orange trees, currently, 50 hectares of area have been newly developed. Or like in the construction of new rural areas, besides localities with favorable conditions, in many difficult localities, people also actively responded. Thanks to that, up to this point, the whole district has 9/39 communes completing new rural areas. The remaining communes achieved an average of 13.63 criteria; the 2 communes with the lowest achievement also achieved 8 criteria...

It can be affirmed that the recent changes in Thanh Chuong, in addition to the impact of the correct and accurate directives and resolutions of Party committees at all levels, cannot deny the role and effectiveness of Project 04/DA-HU of the District Party Committee.
