On the morning of November 14, the 19th Congress of the Ho Chi Minh Communist Youth Union of Nghe An province, term 2025 - 2030, solemnly opened at the Provincial Labor Culture House with the participation of 355 delegates representing 700,000 union members and youths in the whole province.

In the exciting atmosphere of the Party Committee and the People in the province are striving to compete to achieve achievements to welcome the 14th National Congress of the Party; to welcome the success of the 20th Provincial Party Congress, term 2025-2030, the Ho Chi Minh Communist Youth Union of Nghe An province solemnly organized the 19th Congress of Delegates. This is an important event in the political and social life of the province's youth, a great festival - a festival of intelligence, enthusiasm and aspiration to contribute of the youth in the homeland of beloved Uncle Ho.

Attending the congress, on behalf of the Provincial Party Committee Standing Committee and with my personal feelings, I respectfully send to the distinguished guests, 355 official delegates of the Congress and all cadres, union members and children in the whole province my best wishes for health and happiness. During the past term, in the context of many difficulties and complex changes, with determination and consensus, the Party Committee, government and people of Nghe An province always promoted the tradition of solidarity, innovation, dynamism, creativity, overcame difficulties, constantly strived and achieved many comprehensive results in all fields.

The economy continues to grow well, the structure shifts in the right direction. Trade, services, and tourism have developed rapidly. Infrastructure, especially transport infrastructure, has been gradually invested and completed. Culture and society have many positive changes. National defense and security have been strengthened and consolidated. Political security, social order and safety have been ensured. Foreign relations and international cooperation have been expanded and developed in depth. Nghe An's position in the North Central region has been increasingly affirmed.

The work of building the Party and the political system from the province to the grassroots level has been regularly consolidated and strengthened. The arrangement and streamlining of the provincial apparatus and the two-level local government have been implemented methodically, initially showing effective and efficient operations. People's lives have been constantly improved and enhanced. The achievements of the province have had important, positive and great contributions from the young generation of the province.

During the past term, we were pleased to see the strong progress and development of the Youth Union organization, as well as the contingent of cadres, union members and youth in the province. The work of the Youth Union and the youth movement have achieved many comprehensive results, becoming increasingly positive, effective, and more suitable to the needs and legitimate aspirations of union members and youth.

Revolutionary action movements have been widely deployed and spread strongly in social life. Many youth projects and tasks bear the mark of creativity, demonstrating the sense of responsibility and aspiration to contribute of Nghe An youth. Typical examples are the programs "Bridge with you to cross the flood", "Bridge with you to school". The green shirts do not hesitate to volunteer to the front lines to help people overcome the consequences of natural disasters and floods...

There are also images of 74 youth volunteer teams participating in the construction of the 500kV line 3 Quang Trach - Pho Noi passing through the province; 142 popular digital education teams actively supporting the local government; young intellectuals staying in the villages, bringing knowledge, culture, and faith to the mountainous people through the models "Beautiful schools for children", or the models "Worthy villages to live in", which have contributed to changing the face of Nghe An's countryside today.

In particular, the work of educating revolutionary ideals and traditions, studying and following Ho Chi Minh's ideology, morality and style has increasingly gone into depth, becoming an important spiritual foundation in the subconscious of the young generation. 18,000 outstanding members admitted to the Party during the term are vivid evidence of the maturity and steadfastness of generations of youth in the new era.

Those concrete actions, those persistent, silent, but meaningful contributions have affirmed that no matter where, in any field, Nghe An youth are always a pioneering, creative, and dedicated force for the community, contributing to further embellishing the glorious tradition of the Youth Union and worthily continuing the revolutionary source in the heroic Soviet homeland.

In addition to the remarkable results mentioned above, the Youth Union and its members and youth in the province still have limitations and shortcomings. A number of members and youth do not practice and train, are afraid of difficulties, lazy in studying and working, live indifferently, apathetically, pragmatically, lack ambition and dreams, and even commit some social evils and violate the law, causing pain for their families and society.

The qualifications and capacity of a number of union officials have not kept up with the demands of the union work, the youth movement and the province's requirements in the new period. In some places, union officials are still passive, not really becoming leaders and role models to arouse the dynamism and creativity of the youth.

The Youth Union sometimes does not fully grasp the situation, does not grasp the thoughts and aspirations of the members. The role of the Youth Union in some places is still unclear, the work of gathering young people is not very effective, has not created an attractive playground to attract members and young people to participate in activities. Many young people, especially in rural areas, still have difficulty in accessing jobs, accessing vocational training activities and accessing policies to support start-ups and businesses.

Those issues need to be discussed thoroughly by the congress, clarifying the causes and proposing appropriate solutions so that in the next term, the work of the Youth Union and the youth and children's movement in the province will become increasingly practical and effective.

During his lifetime, Uncle Ho once advised:"Whether Vietnam's mountains and rivers become beautiful or not, whether the Vietnamese people can step up to the stage of glory to stand shoulder to shoulder with the great powers of the five continents or not, depends largely on your studies."Uncle Ho's words are always a torch illuminating the way for the work of the Union and youth movements in all periods.

Today, in the new stage of national development with many opportunities and challenges, General Secretary To Lam emphasized: "Many breakthrough tasks in nation building in the new era have strengths belonging to the youth"and“Focusing on people's livelihood and assigning primary responsibility to Youth is entrepreneurship - digital skills - community volunteering”.

Thoroughly grasping that spirit, in the context of the domestic and provincial situation in the coming time, there will be many opportunities and many difficulties and challenges. To realize the aspirations of the Party Committee and the people of the province set out at the 20th Nghe An Provincial Party Congress, term 2025 - 2030, the Provincial Party Committee Standing Committee hopes that the Youth Union and the youth of the province must continue to promote the achievements, overcome difficulties and limitations, fully absorb the enthusiastic and profound instructions of Comrade Bui Quang Huy - Alternate Member of the Party Central Committee, First Secretary of the Central Committee of the Youth Union, with great efforts, high determination, promote the combined strength and intellectual capacity of each youth union member to build and develop the homeland more and more prosperous, soon making Nghe An a fairly prosperous province of the whole country, a national growth pole, the center of the North Central region.

At this solemn congress, I would like to emphasize some key issues for the congress to study, discuss and focus on implementing:

One is:The Youth Union at all levels needs to deeply understand the position and role of youth in the revolutionary cause; the mission of fostering revolutionary ideals, arousing pride, promoting and taking the lead in preserving, maintaining and developing Uncle Ho's culture and traditions. In harmony with the common denominator of Vietnamese youth, each young person from Uncle Ho's hometown must consider it an honor and also a great responsibility to live, study and work to be worthy of the pride of being born in his homeland.

It is necessary to do well in political and ideological work through propaganda, dissemination and education on Ho Chi Minh's ideology, morality and style, on revolutionary ideals, on the glorious traditions of the nation, of Nghe An homeland, on the traditions of Vietnamese youth, and the traditions of the Ho Chi Minh Communist Youth Union.

The Youth Union must continue to innovate, combining traditional education with technology, social networks, and modern media, "bringing ideals into the digital life" of young people in a smart and attractive way. Strengthening the belief of young people and youth in the path that our Party and people have chosen.

Two is:The Youth Union must truly become a pioneering, creative, and leading force in realizing local political tasks. The activities of the Union and youth organizations must be closely linked to the political tasks of the locality and the province.

Revolutionary action movements must be practical, effective, creative, and go deep into production, business, economic development, social security activities, new rural construction, civilized urban construction, environmental protection, and climate change response. It can be affirmed that the activities of the Youth Union are increasingly meaningful, practical, and make important contributions to the implementation of political tasks of agencies, units, localities, and provinces in the coming time.

Three is:Youth Unions at all levels must truly be great friends, accompanying young people to start businesses, establish careers, and get rich legitimately right in their homeland. One of the biggest goals of the province is to create many quality jobs and increase income for the people. Nghe An is determined to solve the problem of "brain drain" - how to make it possible for young people to confidently start businesses, contribute and succeed right in their homeland.

The Provincial Party Committee and the Provincial Government always understand, are concerned and are making efforts every day, with policies to attract investment, develop the economy, build a dynamic and modern living and working environment, to create the best conditions for young people to promote their talents and intelligence, and contribute to building their homeland.

The Youth Union needs to truly accompany young people on every stage of their development, from when they are still in school to when they start a business, supporting vocational training, skill training, foreign language learning, job search, and especially creative startups so that Nghe An can truly become a "startup incubator" of the North Central region. The Youth Union needs to be more proactive in connecting businesses, universities, investment funds, supporting young people to access capital, knowledge, technology and markets so that startup ideas can soon become reality.

Four is: The world is changing every day by technology and artificial intelligence, so it is recommended that the Provincial Youth Union take the lead in digital transformation and proactively and confidently integrate internationally.

I hope that Nghe An youth must be the "masters" of cyberspace, turning it into a tool for learning, development, and connection, instead of "immersing" themselves in it, following negative trends. The Youth Union needs to continue to implement the "digital youth" and "digital literacy" movements; build digital youth teams, encourage creativity, apply AI to learning, work, and production; strongly shift the activities of the Youth Union on digital platforms. Nghe An youth need to affirm their role as a pioneer in developing science and technology, innovation, and digital transformation, contributing to the effective implementation of Resolution No. 57 of the Politburo.

Along with that, international integration is an inevitable path. Foreign languages ​​and digital skills are two "golden keys" to open that door. Every young person should set goals for themselves, learning something new every day, practicing a new skill. Learning a foreign language is not only to "get a job", but to "understand" the world, to "bring" Nghe An culture, Vietnamese culture to the world.

The year is:Pay attention to building and consolidating a strong and comprehensive Youth Union organization, which is a socialist school for youth and a source of high-quality young cadres for the Party and the political system.

This is the key task, "building the Party from within the Youth Union". The Youth Union is the Party's reliable reserve force. It is necessary to continue to take care of building a strong Youth Union organization in terms of politics, ideology, organization, ethics and adapting to the 2-level local government model. In particular, it is necessary to continue to innovate the content and methods of operation in a flexible, practical direction, closely following the grassroots and the needs of the youth. Focus on improving the quality of union members and the quality of youth union branch activities.

In particular, it is necessary to build a team of Youth Union cadres who are truly "leaders" of the youth. Youth Union cadres must be prestigious, have the ability to gather, have knowledge, dare to think, dare to do, dare to innovate, and not be "civil servants" doing administrative work in the Youth Union organization.

The Youth Union must proactively and actively participate in Party and government building. Actively train and introduce outstanding members for the Party to consider and admit. Continue to do a good job in charge of the Ho Chi Minh Young Pioneers; promote the core political role in the activities of the Vietnam Youth Federation at all levels.

At the first session, the congress elected the 19th Provincial Youth Union Executive Committee. I would like to congratulate the comrades who were selected by the Congress to be elected to the 19th Provincial Ho Chi Minh Communist Youth Union Executive Committee for the 2025-2030 term. I believe that this will be a collective leadership with sufficient qualities, capacity, and leadership in the Youth Union work and the youth and children's movement in Nghe An province in the new term. I also request that the new Executive Committee members always promote the spirit, solidarity, responsibility, and truly represent the intelligence, morality, style, and vanguard spirit of the Youth Union in the whole province; proactively propose and implement good models and effective methods with all levels of the Union and Youth Union in the province to implement, creating a breakthrough in the work of the Youth Union and youth and children in Nghe An province in the coming time.

At the same time, immediately after the congress, it is necessary to develop programs and plans to concretize and effectively organize the implementation of the goals and tasks set out in the Congress Resolution; urgently assign tasks to members of the Standing Committee and Executive Committee, in which, pay special attention to assigning experienced, capable and highly responsible comrades to take charge of difficult areas, remote and isolated areas to promote the comprehensive and widespread development of the Youth Union movement, and immediately launch a youth volunteer movement to overcome the consequences of natural disasters and floods.
