According to Mr. Carter, tensions in the East Sea, the DPRK's nuclear program and extremism are threats to peace in the region and "visionary leaders must come together to ensure a positive future."

On this issue, the Pentagon chief said that China's "unprecedented expansion" in the South China Sea, in cyberspace and airspace, raises concerns about Beijing's strategic intentions.

He called on China to support the activities of other countries in the region, otherwise, in his words, China "will set up a Great Wall of isolation."

"The United States welcomes China's demonstration of peace, stability and prosperity, which plays a responsible role in the regional security network. We know that bringing China into this network contributes to a stronger, more stable and more secure region," said Mr. Carter.
