According to RIA Novosti, the US permanent representative to the United Nations Linda Thomas-Greenfield said on June 18 that the summit on Ukraine in Switzerland is not a negotiation, because it requires the participation of both sides in the conflict – Russia and Ukraine.

“This summit is not a formal negotiation. Ultimately, the negotiation will require the participation of both Russia and Ukraine,” US Representative Greenfield said at the UN Security Council meeting.

At the same time, according to the US representative, during the conflict in Ukraine, Russia is said to have “not shown any desire” to negotiate on Ukrainian issues.

Also at the meeting at the United Nations, Russian Permanent Representative Vasily Nebenzya called on Western countries to follow Russia's peace proposal to resolve the Ukraine crisis "before it is too late".

“The Russian proposal is not aimed at freezing the conflict, but at its true goals. This will help to avoid a tragic page in history and gradually restore trust and good-neighborly relations between Russia and Ukraine in particular, and Europe in general. But this requires fundamental changes in the thinking of the Western political elite, their refusal to use the Ukrainian project against Russia, NATO's rejection of aggressive military policies, a return to a detailed, normal dialogue on the entire global security complex, the obligation to take into account the interests of all member states. This is the only way to avoid further escalation. We call on you to follow President Putin's proposal before it is too late,” said Russia's representative to the United Nations Nebenzya at the Security Council meeting.

At a meeting of the Russian Foreign Ministry on June 14, 2024, President Putin left open the possibility of a ceasefire and the start of negotiations if Ukraine meets a number of conditions: ceding all five regions of Ukraine that voted in a referendum to join Russia, including the Crimean peninsula; eliminating Ukraine's existing military in these regions; abandoning efforts to join NATO; pledging not to seek to possess nuclear weapons, as well as "demilitarization", "de-internationalization" and respecting the rights of Russian-speaking people.
