Speaking to reporters in the Philippine capital Manila, Mr. Tillerson said that during his talks with his Russian counterpart Sergei Lavrov on August 6, Moscow expressed "some goodwill" to dialogue and seek ways to resolve the Ukraine conflict - a thorny issue at present. Secretary of State Tillerson said that he had witnessed US-Russia relations in practice and expressed confidence that the issues could be resolved.

In addition, Secretary of State Tillerson said the country will take countermeasures before September 1 to Russia's move to require the US to cut a large number of diplomatic staff.

Mr Tillerson said he had raised the plan in a meeting with his Russian counterpart, who said Washington had not yet decided how to respond. Mr Tillerson asked Lavrov “some clarification” about Russia’s retaliation for new sanctions imposed by the US Congress against Moscow.

Recently, Russia asked the US to withdraw 755 diplomatic staff in the country, but this decision caused confusion because the US is said to have many fewer diplomatic staff than the 755 people working in Russia.

Also at the meeting, US Secretary of State Tillerson said he had mentioned the accusations of Russia's involvement in the US presidential election last year, emphasizing that this issue caused "serious loss of trust" between the two countries./.
