The US once had access to Russia's top secret nuclear facilities.
Mr. Putin believes that the Americans had control of all the top secret facilities in Russia in the 1990s.
During a discussion with the Valdai Club on October 21, Russian President Vladimir Putin himself admitted that under President Boris Yeltsin, the Americans had obtained all top secret facilities in Russia in the 1990s.
The first agreement of the nuclear threat reduction program, signed between Russia and the United States during the Yeltsin presidency, was called (Cooperative Threat Reduction - CTR) based on the Nunn-Lugar Act proposed by two US senators Sam Nunn and Richard Lugar with the aim of reducing the nuclear threat from the former Soviet countries.
Participating in this program, the government of Russian President Yeltsin provided American experts and intelligence to inspect 620 top-secret nuclear facilities, the heart of the country's "nuclear shield".
Mr. Putin emphasized that, while the Americans have access to all top secret facilities in the Russian Federation, the Nunn-Lugar Act is actually only one-sided in bilateral cooperation - Russian specialists are not allowed to have access to top US military bases.

Currently, the US continuously accuses Russia of violating the agreement on reducing medium- and short-range missiles. Meanwhile, Russia also accuses and condemns the US for deploying defense systems in Europe and other regions of the world.
