The Prime Minister has just approved the National Public Service Portal Project with the viewpoint of taking people and businesses as the center of service; the satisfaction of people and businesses is the measure of the quality and effectiveness of service of officials, civil servants, public employees and competent agencies in providing public services.

The general objective of the National Public Service Portal Project is to improve the quality and efficiency of public service provision by state agencies, ensuring better service for people and businesses, moving towards digitalization of paper records and documents, converting the use of paper records and documents, direct transactions to the use of electronic records and documents, electronic transactions and provision of public services regardless of time and administrative boundaries; promoting administrative reform, especially administrative procedure reform through the application of information technology; improving Vietnam's position in the online public service index in the e-Government development index according to the United Nations' rankings.


The project sets specific goals to perfect the institution for providing online public services, especially the implementation of administrative procedures in the electronic environment; establish a National Public Service Portal at a single address online to unify the provision of information, support organizations and individuals in implementing, monitoring, evaluating administrative procedures, online public services and receiving and handling feedback and recommendations.

At the same time, integrate to provide online public services at levels 3 and 4, in which by 2020, the National Public Service Portal will integrate at least 30% of essential online public services for people and businesses of ministries, branches, localities, and a number of public service providers and increase by 20% each year until integrating all (100%) online public services at levels 3 and 4 of ministries, branches, and localities.

Providing a shared electronic authentication platform so that individuals and organizations only need to log in once (SSO) when using online public services at the One-Stop Information Systems and Public Service Portals of ministries, branches and localities. This authentication platform achieves a high level of assurance according to international standards (Level 3, 4) and can be applied to other systems such as the Electronic One-Stop Information System, the policy consultation information system and legal documents, the national reporting system, etc.

The project strives to provide and integrate 500,000 accounts in 2019; 1 million accounts in 2020, reaching at least 8 million accounts in 2023; supporting individuals and organizations in managing information and paper records according to the principle that information and records only need to be provided once and can be reused in subsequent online public service implementations.
