The Ministry of Finance has just issued Circular No. 47/2022/TT-BTC guiding the development of the 2023 state budget estimate and the 3-year state budget estimate plan for 2023-2025.

Public service units must reduce regular expenditures by 2-3% in 2023.

Circular 47/2022/TT-BTC clearly stipulates the development of regular expenditure estimates. Accordingly, the 2023 operating expenditure estimates from the state budget of public service units are built on the basis of the goals of innovating public service units according to Resolution No. 19-NQ/TW, Resolution No. 01/2021/UBTVQH15 and regulations in Decree No. 60/2021/ND-CP. In which:

Do not develop regular state budget expenditure estimates to support public career services that have completed price and fee roadmaps from 2022 or earlier or are expected to be completed in 2023.

Public service units that are self-sufficient in part in regular expenditures under ministries and central agencies shall develop the 2023 state budget expenditure estimates to reduce at least 3% of direct support expenditures from the state budget compared to the 2022 estimate, and reduce the number of public service employees receiving salaries from the state budget corresponding to the reduction in regular expenditures from the budget.

Public service units whose regular expenditures are guaranteed by the state budget under ministries and central agencies shall continue to reduce at least 2% of direct expenditures from the state budget compared to the 2022 estimate, except for basic and essential public services guaranteed by the state budget.

Expenditure on economic activities

According to the Circular, spending on economic activities from road use fees, based on the criteria for allocating funds as approved by competent authorities, the Ministry of Transport shall propose a plan for allocating funds to localities, and send it to the Ministry of Finance at the same time as proposing the 2023 state budget estimate and the 3-year 2023-2025 state budget - financial plan of the Ministry of Transport.

Based on the amount of fines for administrative violations in the field of traffic safety implemented by the Public Security sector in 2021, the Ministry of Public Security specifically proposes the ratio (%) of division between the central budget and local budgets and the principles and criteria for allocating targeted additional amounts (with detailed explanations), synthesizing and reporting the state budget estimate for 2023, the 3-year plan for 2023-2025 to the Government and competent authorities as prescribed.

Expenditures for the activities of state management agencies, the Party, and mass organizations clarify: The number of positions assigned in 2023 (if any), in cases where positions have not been assigned, continue to reduce positions for cases that have not yet achieved the targets in Resolution No. 39-NQ/TW of the Politburo by the end of 2022 or according to the 2022 position for cases that have achieved the targets in Resolution No. 39-NQ/TW, in which clarify the actual number of positions present as of July 1, 2022, the number of positions not yet recruited according to the 2023 position targets mentioned above.

At the same time, determine the salary fund, salary allowances and contributions according to the prescribed regime according to the basic salary level of VND 1,490,000/month (calculated for 12 months) guaranteed by the state budget: (i) Salary fund according to the payroll quota assigned in 2023 (in case the payroll has not been assigned in 2023, it will be determined according to the payroll assigned in 2022); (ii) Reduce the salary fund for cases where it is necessary to continue streamlining the payroll.

In addition, explain the basis for building estimates for specific expenditures (legal basis, expenditure content, expenditure level, other related contents) in 2023 in the spirit of thrift and efficiency.

This Circular takes effect from September 12, 2022.
