Vinh City currently has more than 100 cemeteries with a total area of ​​108 hectares. Of which, there are 21 cemeteries for burial, 68 cemeteries for burial and burial, and 1 cemetery for one-time burial...

Most of the cemeteries are overloaded, located in residential areas, without protective fences, no caretakers, and makeshift drainage systems. Many cemeteries have mixed burial areas with sand burial areas, without boundaries separating them from residential areas, directly affecting people's lives.

In addition, the city has recently implemented many infrastructure construction projects, including some projects planned on land of existing cemeteries. The implementation of the project requires land clearance and relocation of some cemeteries.

However, the issue of land allocation for relocation of graves is very difficult. Mr. Nguyen Dinh Tan - Block 10, Quan Bau Ward, Vinh City shared: Implementing the State's policy of clearing land to relocate graves to build a 72m road, my family agrees. However, the family's biggest concern is finding a place to relocate the graves of our ancestors.

Faced with the urgent need to re-plan the cemetery system in the city, in 2002, Vinh City approved the cemetery planning and management project in Decision No. 1026. And in 2006, this project was studied, adjusted and re-approved in Decision No. 2789. For nearly 10 years, the project is no longer suitable because Vinh City has expanded its administrative boundaries.

Therefore, at the end of 2015, the city issued Decision 12831 approving the adjustment of the Project on planning, construction and management of cemeteries in Vinh City from now until 2020 and orientation to 2030.

On that basis, Vinh City will relocate 39 small cemeteries located in residential areas. Suspend cremation, sand burial, and mausoleum construction in 23 cemeteries, and plan to rebuild 40 cemeteries in use. Build crematoriums and funeral homes in accordance with the planning. Along with that, the implementation of new construction of cemeteries located far from residential areas in suburban communes from socialized capital sources.

In fact, in recent years, many people in Vinh City have tended to seek out socialized cemeteries to avoid the pressure of finding graves for their deceased relatives. Located more than 5km north of Vinh City center, Con Tuc sand burial cemetery in Nghi Kim commune has a total area of ​​nearly 1.2 hectares, built since the end of 2015 with a burial scale of over 2,200 graves.

With a location far from residential areas, built with synchronous design of functional subdivisions, clean and beautiful infrastructure landscape works, reasonable arrangement of graves, facing the same direction, same size, architecture, creating harmony, ensuring aesthetics. In addition, full and thoughtful grave care services meet the spiritual needs of the deceased to rest in a quiet, peaceful, eternal place.

The Con Tuc Sand Cemetery Project in Nghi Kim Commune is one of the projects implemented according to the Cemetery Planning Project assigned by the Vinh City People's Committee to Nghe An Urban Environment and Construction Joint Stock Company as the investor.

According to the project, from now until 2017, Nghe An Urban Environment and Construction Joint Stock Company must complete the task of building new cemeteries to relocate existing cemeteries located in residential areas and cemeteries subject to site clearance under the city's infrastructure construction projects.

Mr. Hoang Van Khanh - Director of Nghe An Urban Environment and Construction Joint Stock Company shared: Implementing the project of Vinh City People's Committee, the company has conducted a survey to find investment land to build a cemetery to arrange the relocation of graves for people.

Along with mobilizing socialized capital to build new cemeteries, the city is currently focusing all resources on relocating and closing cemeteries located in the city center.

Expanding some cemeteries located far from residential areas in suburban communes still has land funds. However, in reality, the city's land fund is increasingly depleted, and capital for cemetery planning investment is still limited. Therefore, in the coming time, the city is focusing on gradually putting cemetery planning and construction into order, saving land funds, facilitating production zoning, urban development, and creating urban and rural environmental landscapes.

Mr. Vo Viet Thanh - Member of the Provincial Party Standing Committee, Secretary of Vinh City Party Committee said: Currently, the city is raising the issue of building cemeteries, funeral homes, crematoriums and including in the resolution that by 2020 these contents must be implemented.

In the coming time, the city will assign Nghe An Urban Environment Joint Stock Company to continue building cemeteries in Nghi Duc, Hung Hoa, Nghi Lien communes... At the same time, renovate and re-plan cemeteries with remaining land areas far from residential areas in terms of infrastructure and grounds to ensure environmental sanitation.

The project of planning and building a cemetery in Vinh City was implemented not only to meet the needs of the people but also to contribute to improving environmental sanitation and creating urban beauty. However, during the implementation of the project, many difficulties were encountered.

Therefore, along with synchronous solutions, it is necessary to have the drastic participation of all levels and sectors. Only then can the planning of cemeteries in the city be effectively implemented, contributing to building Vinh into a civilized and modern urban area.
