Improving the effectiveness of the fight against human trafficking in Nghe An
(Baonghean.vn) - Nghe An Provincial People's Committee has just issued Plan No. 179KH-UBND dated March 16, 2022 on implementing the Program to prevent human trafficking.
The key objectives of the plan are: Strengthening communication and propaganda work on crime prevention; further improving the effectiveness of the fight, investigation and handling of crimes, especially new methods and tricks of crime; effectively implementing the work of receiving and supporting victims of human trafficking to reintegrate into the community.
Ensure that 100% of denunciations, crime reports, recommendations, and prosecutions related to human trafficking crimes are received, classified, and the resolution rate reaches over 90%. Cases with signs of human trafficking crimes must be accepted, investigated, and verified. When there is sufficient evidence, criminal cases must be initiated for investigation in accordance with the provisions of law. The rate of investigation and discovery of human trafficking cases reaches over 90% of the total number of cases prosecuted; 95% of human trafficking cases are resolved and prosecuted; 90% of cases are resolved and tried.

The process of implementing prevention workhuman traffickingmust be associated with policies and solutions to prevent crime in general and integrated with the socio-economic development program and local employment creation to maximize this work, contributing to preventing, stopping and reducing the crime of human trafficking in the whole province. At the same time, implementing activities to prevent and combat human trafficking must ensure adaptability, flexibility, safety and effectiveness in accordance with the developments of the Covid-19 epidemic situation, strictly complying with the work of disease prevention and control.
For prevention work, the Provincial People's Committee requests:
- Organize activities to prevent human trafficking early, from a distance, from the grassroots level. Promote the role of the communal police force, political and social organizations at the grassroots level to propagate to each citizen about preventing and combating human trafficking. Advise local Party committees and authorities to promote the movement of the whole people participating in preventing and combating human trafficking, associated with protecting territorial sovereignty, national border security and socio-economic development policies.
- Focus on socio-economic development in remote, isolated and mountainous ethnic minority areas; effectively implement the National Target Program on socio-economic development in ethnic minority and mountainous areas according to Decision No. 1797/QD_TTg dated October 14, 2021 of the Prime Minister; resolve issues of social security, employment, workers affected by the Covid-19 pandemic...; do not let this vulnerable group become victims of human trafficking crimes.

- The police force, mainly the criminal police force, coordinates with the Border Guard at all levels to perform well in all aspects of work; conduct basic investigations, grasp the situation, identify key and complicated routes and areas, related subjects, especially some suspects, masterminds, leaders of crime rings, those with criminal records for human trafficking to prevent with the motto of early prevention, from afar, from the grassroots level, proactively fighting and preventing.

- Strengthen the effectiveness and efficiency of state management of security and order, especially the management of residence, immigration; residence of foreigners in Vietnam and immigration of Vietnamese citizens; Manage, inspect and review business establishments with conditions on security and order such as: business establishments, accommodation rental (motels, inns, hotels), restaurants, bars, karaoke, massage, dance clubs, industrial parks, resorts, entertainment areas, border areas where criminals often commit crimes or are used to gather victims before taking them abroad... to proactively prevent and detect crimes.
Regarding the work of combating and prosecuting human trafficking crimes, the plan clearly states:
- Synchronously use measures to promptly detect, investigate, and handle lines, organizations, and individuals with signs and suspicions of human trafficking, domestic human trafficking, human body parts trafficking, activities of taking advantage of organizations to illegally send people abroad for trafficking, forced labor, etc. Direct the launch of a high-point campaign to attack and suppress human trafficking crimes throughout the province, from July 1, 2022 to September 30, 2022.
- Perform well the work of receiving and handling crime reports, recommending prosecution in accordance with the provisions of law, especially the provisions amending and supplementing the 2015 Criminal Procedure Code; promptly and strictly investigate cases, regularly inspect and prevent cases of forced confession and torture, not letting criminals escape, not wrongfully convicting innocent people.

- Speed up the investigation, prosecution and trial of human trafficking cases. Prosecution agencies coordinate and agree to identify key cases, major cases; especially serious cases or human trafficking cases that are of public interest to prosecute and try them promptly and strictly, meeting the requirements of the fight against human trafficking crimes in the current situation.
In addition, the Provincial People's Committee requested to improve the effectiveness of receiving, identifying, rescuing, protecting and providing initial support to victims according to the principle of putting victims at the center; implementing measures to protect the confidentiality of information and safety of victims and their relatives according to the provisions of law. Survey and assess the current situation of support needs for victims of trafficking; inspect and supervise the implementation of policies and laws on victim support... Guide and direct the work of providing legal aid to victims of trafficking according to the provisions of the Law on Prevention and Combating Human Trafficking and the Law on Legal Aid.

Promote activities within the framework of multilateral cooperation on preventing and combating human trafficking: Continue to implement the ASEAN Convention against Trafficking in Persons, Especially Women and Children (ACTIP Convention); the United Nations Global Compact for Safe, Orderly and Regular Migration (GCM Agreement) according to the plan approved in Decision No. 402/QD-TTg of the Prime Minister, including the task of preventing and combating human trafficking in international migration to promote legal, safe migration and prevent human trafficking.
Maintain and strengthen the implementation of coordination activities in the work of preventing human trafficking with functional forces, sectors, other localities across the country and functional forces of other countries, especially with Lao PDR, China, international organizations on information exchange, establishing hotlines, identifying focal points for cooperation in verifying, investigating, arresting, extraditing, transferring, and pursuing human trafficking criminals and rescuing, receiving, and protecting victims of trafficking./.
