Increase subsidy levels for disadvantaged social groups

(Baonghean.vn)- Nghe An voters recommend: The Ministry of Labor, Invalids and Social Affairs proposes to increase the subsidy level and soon implement Decree No. 136/2013/ND-CP for people receiving social benefits in difficult circumstances.

The Ministry of Labor, Invalids and Social Affairs responds to this issue as follows:

Decree No. 136/2013/ND-CP was issued on October 21, 2013, the date of issuance was after the time of preparing and synthesizing the state budget estimate for 2014, so the central budget for 2014 has not yet allocated funds for implementation. Therefore, at the regular Government meeting in December 2013, the Government issued Resolution No. 142/NQ-CP agreeing not to implement Decree No. 136/2013/ND-CP.

To ensure the lives of social beneficiaries in difficult circumstances, at the regular meeting in September 2014, the Government issued Resolution No. 74/NQ-CP dated October 4, 2014, which stipulates the implementation of subsidy levels according to the provisions of Decree No. 136/2013/ND-CP dated October 21, 2013 of the Government for beneficiaries of monthly social allowances belonging to poor households (including the elderly, people with disabilities), orphans, abandoned children without a source of support, and beneficiaries living in social protection facilities from January 1, 2015.

Other subjects continue to implement at the old level as prescribed in Decree 67/2007/ND-CP and Decree 13/2010/ND-CP. The Ministry of Finance is balancing the 2016 budget estimate. If it is guaranteed, it will submit to the Government for implementation of Decree 136/2013/ND-CP for the remaining subjects from January 1, 2016.
