Today, the 18th People's Council of Nghe An province solemnly opened the 7th Session - the regular session in mid-2022.

On behalf of the Chairman of the meeting, I respectfully send my best wishes to the distinguished guests, delegates of the Provincial People's Council, all voters and people of the province.

The 7th session of the 18th Provincial People's Council took place after the success of the 5th Central Conference, 13th tenure and the 3rd session of the 15th National Assembly, many important decisions on socio-economic development; Party building and rectification and the political system were issued. Economic, political, cultural and social activities took place smoothly thanks to effective control of the Covid-19 pandemic.

According to the approved program, the 7th Session of the Provincial People's Council will consider and decide on the following important contents:

The first:Conduct an assessment of the socio-economic development situation in the first 6 months of the year and key tasks and solutions for the last 6 months of 2022.

Over the past 6 months, the whole province has focused on implementing a safe and flexible adaptation strategy, effectively controlling the Covid-19 pandemic, and synchronously deploying socio-economic development solutions in the new normal. The province's socio-economy has made positive recovery steps, with some sectors and fields having growth rates equal to or higher than before the pandemic, most notably industry and services. Cultural and social activities have been organized flexibly and effectively. National defense, security, and social order and safety have been maintained.

However, difficulties and problems still exist in each field, and the challenges in the remaining 6 months are forecast to be very large in the context of the new variant of Covid-19 appearing and penetrating our country, the risk of new infections increasing rapidly; prices of raw materials, fuels, and production inputs are high, and the natural disaster situation is forecast to be complicated, directly affecting people's lives and production.

The Provincial People's Council requested delegates to study, discuss, and closely and accurately evaluate the achieved results, shortcomings and limitations, and propose specific and effective solutions to best fulfill the socio-economic targets and tasks in 2022, creating a premise for successfully implementing the socio-economic development tasks of the term.

Monday:At this session, the Provincial People's Council reviewed, discussed, and passed 34 draft resolutions in many areas: economy, investment, culture, education, and social security. These are important issues that directly and deeply impact the lives of people in the province and the implementation of goals and tasks in 2022 and the following years.

The Provincial People's Council requested delegates to focus on studying and discussing the important principles, goals and policies of each resolution; comprehensively analyze and evaluate the impact of policies and specific contents stipulated in the resolution to ensure consistency, effectiveness and high efficiency.

Tuesday:The Provincial People's Council conducts supervision through research, review, and comments on reports of the Provincial People's Committee, the Standing Committee of the Provincial People's Council, the Provincial People's Council Committees, and a number of agencies and units submitted to the session according to regulations. In particular, the session will consider two reports on the results of the Provincial People's Council's thematic supervision of suspended projects, projects behind schedule, and projects using land for the wrong purposes in the province and the Report on training and human resource development in Nghe An province in the period 2015 - 2020.

Propose that the Provincial People's Council delegates analyze and evaluate the achieved results, shortcomings, limitations and difficulties in organizing the implementation of regulations, mechanisms and policies of authorities at all levels, assess objective and subjective causes to remove difficulties and obstacles; at the same time propose appropriate and effective solutions to the monitored contents.

Wednesday:Based on the synthesis of proposed opinions of delegates, delegations, opinions and recommendations of voters, reflections of the Provincial Fatherland Front Committee, press agencies as well as grasping public opinion, at this session, the Provincial People's Council will conduct questioning on 2 groups of issues including: the results of implementing Resolution No. 11 of the Government on the Socio-Economic Recovery and Development Program, Resolution No. 43 of the National Assembly on fiscal and monetary policies to support the Socio-Economic Recovery and Development Program and social security work; the work of establishing and managing construction planning and managing construction order. This is an important activity of the parliament to promote the role, responsibility and intelligence of delegates to exchange and discuss the contents of interest to voters and people.

Dear voters and people of the province!

Since the beginning of 2022, with a spirit of initiative, companionship and high responsibility, the Provincial People's Council has successfully organized 2 thematic meetings to review and resolve on a number of important contents under its authority.

In preparation for this regular mid-year session, the Standing Committee of the Provincial People's Council, the People's Committee, and the Standing Committee of the Provincial Fatherland Front Committee have actively coordinated to prepare the session's contents quite early, with quality, in accordance with authority and regulations. The Committees of the Provincial People's Council have conducted examinations and participated in many specific opinions, and the specialized agencies and the Provincial People's Committee have received and completed the draft before submitting it to the Provincial People's Council for consideration and decision.

In order for the session to take place on time and with quality, we request that the delegates of the Provincial People's Council uphold the spirit of innovation, responsibility, promote intelligence, carefully study the contents, actively discuss in the Group and the Hall, participate in questioning, express clear opinions, especially on issues with different opinions, create high unity so that the People's Council can make decisions in accordance with the law, in accordance with the practical situation. We request that the leaders of agencies, units and localities invited by the Provincial People's Council to attend the session fully participate and actively contribute to the contents of the session.

During the session, the Provincial People's Council will organize an online hotline to receive voters' suggestions and feedback. It is requested that press, radio and television agencies strengthen their information and propaganda work to promptly, fully and accurately convey the activities at the parliament to voters and all classes of people.

The 7th session took place on the occasion of the 75th anniversary of War Invalids and Martyrs Day. The Provincial People's Council would like to express its deep gratitude and warm regards, and at the same time request all levels, sectors, organizations and individuals to have practical and specific activities, pay attention and take good care of families with meritorious services, Vietnamese Heroic Mothers, wounded and sick soldiers, and people with meritorious services to the revolution.

In that spirit, I declare open the 7th Session of the 18th Provincial People's Council.
