Speaking on television during a visit to Minsk (Belarus), Mr. Lavrov said: "UN Special Envoy Staffan de Mistura has been sabotaging that resolution for more than 6 months."
The resolution calls for "inclusive negotiations without preconditions".
UN Security Council Resolution 2254, adopted in December, proposed the creation of a body to lead a political transition, but it has been hampered by disagreements over the fate of Syrian President Bashar al-Assad, a figure the opposition does not want to see playing any role in Syria’s future.

So far, negotiations on Syria have not achieved many breakthroughs. According to observers, the current conflict in Syria is not simply a civil war between the parties in Syria but also a conflict of interests between the major powers involved.
