Russia has adopted measures and guidelines for implementing the agreements, but this has been blocked by the Ukrainian government.
"If there is a real desire to do it, everything is on the table, all these documents must be implemented," Russian Foreign Ministry spokeswoman Maria Zakharova stressed, although according to her, it is not easy, but there is no other choice.
