In 2024, the Department of Home Affairs actively advised on the implementation and completion of the Project on rearranging commune-level administrative units in the province, period 2023-2025 and the Project on adjusting administrative boundaries of Vinh city, establishing wards and rearranging administrative units under Vinh city.

Timely advise the Provincial People's Committee to submit to the Provincial People's Council a Resolution on support policies for cadres, civil servants, public employees, labor contracts, part-time workers and other redundant subjects due to the rearrangement of district and commune-level administrative units in the province.

The industry also deployed the construction of a job placement project to ensure progress and time as directed by the Government (one of 6 provinces nationwide to complete the approval of job placement on time).

Recruitment, use, management, training, and fostering work associated with the arrangement, use, and policies for cadres, civil servants, public employees, and workers in the province are carried out seriously and promptly. Actively and urgently advise on the implementation of the arrangement and streamlining of the organization of the Nghe An provincial government according to the Plan of the Central Steering Committee summarizing the implementation of Resolution No. 18-NQ/TW.

In addition, the administrative reform advisory work has been focused on directing drastically and promptly, with many innovations and creativity, and has achieved many remarkable results. Some ranking indexes have been improved, such as: PAR INDEX ranked 15/63 localities nationwide (up 1 rank compared to 2022, ranked 1/6 provinces in the North Central region), SIPAS index ranked 12/63 localities nationwide (up 2 ranks compared to 2022, ranked 2/6 provinces in the North Central region).

State management of religion in the area has achieved many good results, the religious situation is stable, ensuring security and order. The sector has advised the Provincial People's Committee to promptly and effectively resolve legitimate and legal religious needs..At the same time, promptly resolve violations of the law related to religion, ensuring stability in the province.

Emulation and reward work continues to be strongly innovated, increasingly substantive, ensuring timely and appropriate recognition and rewards, prioritizing direct laborers, creating motivation for development. The field of documents and archives is increasingly concerned; in which, focusing on the storage of electronic documents as a basis for promoting digital transformation in the field of archives to promote the value of documents to serve socio-economic development.

More drastic, more urgent

Speaking at the conference, on behalf of the provincial leaders, comrade Le Hong Vinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee commended and acknowledged the outstanding achievements and results of the Home Affairs sector in 2024.

Deploying the tasks for 2025, Mr. Le Hong Vinh, Standing Vice Chairman of the Provincial People's Committee, requested the Department of Home Affairs to focus on completing a particularly important task - the revolution in restructuring the apparatus in the direction of "Simplified - Compact - Strong - Effective - Efficient - Effective", with the spirit of "running while queuing", "The Central Government does not wait for the provincial level, the provincial level does not wait for the district level, the district level does not wait for the grassroots level".

Accordingly, the Home Affairs sector must focus on drastic and urgent implementation of the plan to reorganize and streamline the apparatus of the Nghe An provincial government in accordance with the spirit of the Central Steering Committee and the Provincial Steering Committee summarizing the implementation of Resolution No. 18-NQ/TW; urging and guiding relevant agencies and units to urgently implement related contents to ensure the overall progress of the province.

Preside over the development of a master plan to reorganize the apparatus of the government (merger, consolidation, consolidation of the apparatus, transfer of functions and tasks, termination of operations of some departments, branches and units) according to the direction of the Central Steering Committee and the Provincial Steering Committee, and advise and submit to competent authorities for consideration and decision.

The sector needs to advise on leadership and direction to continue to reorganize the internal apparatus, re-approve the job position project of departments, branches and sectors under its management in the direction of streamlining, effective and efficient operations associated with streamlining the payroll, restructuring the staff and civil servants. Continue to direct the innovation of the organizational and management system, reorganize, restructure, improve the quality and efficiency of public service units in the spirit of Resolution No. 19-NQ/TW, dated October 25, 2017 of the 12th Central Executive Committee.

At the same time, the Home Affairs sector needs to actively advise on the implementation of the Resolution of the National Assembly Standing Committee on the arrangement of district and commune-level administrative units in the 2023-2025 period in Nghe An province. Pay attention to resolving the regime and policies for cadres, civil servants, public employees, labor contracts, part-time workers and other subjects redundant due to the arrangement of district and commune-level administrative units in Nghe An province.

Continue to advise relevant central ministries and branches to appraise and approve dossiers and administrative boundary maps at all levels according to Project 513 to hand over to localities for management and use according to regulations in the first quarter of 2025.

Advise on the effective implementation of the overall administrative reform program; promote administrative reform, institutional reform, reform of the apparatus, public service, civil servants and build and develop e-Government and digital Government. Implement solutions to improve provincial competitiveness (such as PAR INDEX, PAPI, SIPAS). Strengthen discipline and order in performing tasks and public services of cadres, civil servants and public employees.

Carry out state management well; in the near future, when the Department of Home Affairs and the Department of Labor - Invalids and Social Affairs are merged, there will be a new name: Department of Home Affairs and Labor, performing the function of advising and assisting the Provincial People's Committee in state management of the field of Home Affairs and receiving functions and tasks on labor, wages; employment; meritorious people; occupational safety and hygiene; social insurance.
