Nghe An approves plan to streamline organizational structure

On the morning of December 13, the Steering Committee for summarizing the implementation of Resolution No. 18-NQ/TW dated October 15, 2017 of the 12th Party Central Committee on "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently" held its first conference to discuss some contents on the organization of the summary of Resolution No. 18 in the coming time. Comrade Nguyen Duc Trung - Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the Steering Committee chaired the conference.
Attending the conference were comrades: Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Deputy Head of the Steering Committee; Le Hong Vinh - Member of the Standing Committee of the Provincial Party Committee, Standing Vice Chairman of the Provincial People's Committee, Deputy Head of the Steering Committee and members of the Steering Committee.

Special important task, great revolution
Opening the conference, Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee Nguyen Duc Trung emphasized that this is a particularly important task, a revolution in streamlining the organization of the political system, following the spirit of the Central Committee "running and lining up at the same time"; "The Central Committee does not wait for the provincial level, the provincial level does not wait for the district level, the district level does not wait for the grassroots level"; "The Central Committee sets an example, the localities respond".
The province is determined to achieve the goal of streamlining the organizational structure to ensure "Refined - Lean - Strong - Effective - Efficient - Effective". Therefore, leaders and heads of Party committees and agencies are required to be exemplary, proactive, resolute and determined in performing assigned tasks.

Nghe An province determines and strictly implements the policies and orientations of the Central Steering Committee on restructuring the apparatus, ensuring unified management by sector and field from the central to local levels; at the same time, from the practical organization of the apparatus, functions, tasks, effectiveness and efficiency of the operations of agencies and units in the province, to rearrange them to suit the requirements and tasks in the new period.
The reorganization of the apparatus, streamlining and restructuring of the staff, civil servants and public employees, and improving the quality and efficiency of operations must be truly determined, courageous, and even require sacrificing the personal interests of cadres, party members, civil servants, public employees and workers for the common good.

For agencies and units merging with each other, the merger must not be carried out mechanically in terms of organizational structure but must be arranged, structured, and rearranged to ensure streamlining and reducing internal connections right when developing the merger project.
For agencies and units that receive functions and tasks from other agencies, they must transfer the organizational structure associated with cadres, civil servants, public employees, and workers in that field to the new agency; at the same time, develop a plan for arrangement, structure, and rearrangement to ensure streamlining and reducing internal focal points in accordance with task requirements.

In the immediate future, the number of staff of the new agency or unit after the merger must not exceed the total number of cadres, civil servants and public employees currently present before the merger, but a plan to reduce staff must be developed and implemented according to the general regulations of the Politburo within 5 years from the date of merger.
Regarding the orientation of organizational arrangement, for the arrangement of party organizations and apparatus of provincial party agencies:Merge the Provincial Party Committee's Propaganda Department and the Provincial Party Committee's Mass Mobilization Department. Establish two new Party Committees directly under the Provincial Party Committee, including: Party Committees of Party agencies, mass organizations, People's Councils, and provincial judiciary and Party Committees of provincial government.

Party organizations of Party agencies, unions, People's Councils, and provincial judiciary, including: Party organizations in advisory and support agencies, public service units of the Provincial Party Committee, Provincial People's Council, Fatherland Front and socio-political organizations at the provincial level, Provincial People's Procuracy, Provincial People's Court, and a number of associations assigned tasks by the State.
Provincial government party committees include: Party organizations in specialized agencies, public service units under the Provincial People's Committee, mass organizations assigned by the State to perform remaining provincial tasks, and a number of state-owned enterprises.
Ending the activities of the Provincial Agencies Party Committee and the Provincial Enterprises Party Committee: mobilizing and arranging the existing cadres, civil servants and employees of the 2 Party Committees of the Blocks in the direction of assigning work to the 2 newly established Party Committees in accordance with the requirements, practical situation and cadre capacity.

Ending the activities of 11 party delegations and party executive committees of provincial agencies and units. Ending the activities of the Provincial Cadre Health Care and Protection Board (transferring functions and tasks to the Provincial Party Committee's Organization Board, the Department of Health and the Provincial General Hospital).
For the organization of government agencies:Merge the Department of Planning and Investment and the Department of Finance. Merge the Department of Transport and the Department of Construction. Merge the Department of Natural Resources and Environment and the Department of Agriculture and Rural Development. Merge the Department of Information and Communications and the Department of Science and Technology.
Merge the Department of Home Affairs and the Department of Labor, War Invalids and Social Affairs (transfer functions and tasks of vocational education to the Department of Education and Training; transfer functions and tasks of social protection, children, and prevention of social evils to the Department of Health; transfer functions and tasks of poverty reduction to the Provincial Ethnic Committee). Merge the Department of Culture, Sports and the Department of Tourism.

The Provincial Party Committee's Organizing Committee proposed that the Steering Committee give its opinion on transferring the Party organizations of the Union of Science and Technology Associations, the Provincial Union of Literature and Arts Associations, and the Provincial Union of Friendship Organizations to be directly under the Party Committees of Party agencies, unions, People's Councils, and the provincial judiciary; the remaining associations are directly under the provincial government Party Committees.
End the operation of the Provincial Investment, Trade and Tourism Promotion Center. Transfer the function and task of investment promotion to the Department of Finance and the Department of Planning and Investment (merged); transfer the function and task of trade promotion to the Department of Industry and Trade; transfer the function and task of tourism promotion to the Department of Culture, Sports and the Department of Tourism (merged).
The Provincial Ethnic Committee receives the original functions, tasks, organizational structure, and staff of the Religious Committee under the Department of Home Affairs to the Provincial Ethnic Committee; establishes the Ethnic - Religious Committee under the Provincial People's Committee; Receives the functions and tasks of poverty reduction work and cadres and civil servants by field (if any) transferred from the Department of Labor - Invalids and Social Affairs.

The Department of Education and Training takes over the functions and tasks of vocational education, along with the organization and staff of the Department of Labor, War Invalids and Social Affairs. Proactively develop plans to arrange, restructure, and reduce the number of vocational education institutions.
The Department of Health receives functions and tasks in the fields of social protection, children, and prevention of social evils associated with the organization and staff, civil servants, public employees, and workers in the field from the Department of Labor - Invalids and Social Affairs (including leaders and managers, if any).
The Department of Health directed the Provincial General Hospital to develop a plan to receive the organizational structure, staff, civil servants, and employees (including finances and assets) from the Provincial Cadre Health Care Protection Board.
The Department of Industry and Trade takes over the functions, tasks of trade promotion and staff transferred from the Center for Investment, Trade and Tourism Promotion.

The Department of Planning and Investment and the Department of Finance will take over the functions and tasks of investment promotion and the staff transferred from the Center for Investment, Trade and Tourism Promotion.
The Department of Culture, Sports and the Department of Tourism will take over the functions, tasks of tourism promotion and the staff transferred from the Center for Investment, Trade and Tourism Promotion.

Highest political determination, most effective implementation
Concluding the conference, Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee Nguyen Duc Trung requested that the Steering Committee must have the highest political determination to implement the Central Committee's policy on summarizing Resolution No. 18-NQ/TW and reorganizing the political system of Nghe An province in the direction of "Sleek - Compact - Strong - Effective - Effective - Efficient".

As for the members of the Steering Committee, it is necessary to identify this as an important task. Each comrade must have the highest political determination, make the greatest effort, and lead by example to carry out the assigned tasks, especially comrades in sectors and fields related to the arrangement.
"First of all, you must be clear about your own thoughts, then do a good job of ideological work for cadres, civil servants and public employees in your agency or unit. At the same time, promptly correct and rectify organizations and individuals who show signs of not following instructions and lacking responsibility," the Provincial Party Secretary and Chairman of the Provincial People's Committee requested.

Emphasizing the principles, viewpoints, methods, and ways of doing things, Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee Nguyen Duc Trung said that merging or consolidating agencies and units is not simply a matter of mechanical cuts, but must be accompanied by streamlining, reducing internal connections, eliminating unnecessary positions, and reducing ineffective work. In addition, units that are not expected to be reorganized must also review to have a plan to arrange and restructure the internal apparatus.
During the implementation process, comrade Nguyen Duc Trung requested that agencies and units not let work be interrupted, not let work be delayed, not let work be blocked, in the context of very high implementation requirements and very fast implementation time.

The Provincial Party Secretary and Chairman of the Provincial People's Committee requested that each head of agencies and units must demonstrate a pioneering, exemplary, impartial and objective role, following the Prime Minister's direction to not let bribery happen; pay attention to and encourage cadres, civil servants and public employees to create consensus and effectively carry out the streamlining of the organizational apparatus.
Regarding the orientation of arranging and streamlining the organization of the province's political system, with the spirit of "running and lining up at the same time", Provincial Party Secretary and Provincial People's Committee Chairman Nguyen Duc Trung agreed with the draft Report and draft Plan submitted by the Provincial Party Committee's Organization Board - the standing agency of the Steering Committee; at the same time, discussed, clarified and agreed on a number of issues discussed by the Steering Committee members.

Regarding the implementation roadmap, the Steering Committee assigned the Provincial Party Committee's Organizing Committee and the Provincial People's Committee's Party Committee to preside over the development and completion of projects and plans, advise on decisions, and complete before December 31, 2024.
The Provincial Steering Committee assigned the district, city and town Party Committees to study, propose and develop plans for merging, dissolving, rearranging and restructuring the organization and operation of Party organizations, departments and offices similar to those at the provincial level and in accordance with the actual local situation, complete the plan and report to the Steering Committee before December 31, 2024.

At the conference, the Steering Committee unanimously approved the draft working regulations of the Steering Committee; announced the assignment of tasks to members of the Steering Committee; and decided to establish a Steering Committee Support Team.
On December 5, 2024, the Standing Committee of Nghe An Provincial Party Committee decided to establish a Steering Committee to summarize the implementation of Resolution No. 18-NQ/TW dated October 25, 2017 of the 12th Party Central Committee "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently".
The Steering Committee is headed by Comrade Nguyen Duc Trung - Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee. Comrade Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council and Comrade Le Hong Vinh - Member of the Standing Committee of the Provincial Party Committee, Standing Vice Chairman of the Provincial People's Committee are Deputy Heads of the Steering Committee.
The Steering Committee members include comrades in the Provincial Party Standing Committee and leaders of relevant departments, branches and sectors.
