Nghe An Construction Industry cuts more than 122 billion VND through appraisal of 61 projects and works

According to the report of the Department of Construction, up to this point, the provincial Construction sector has appraised 61 projects/works using State capital (including construction feasibility study reports, technical economic reports, construction drawing designs - estimates) with a total investment of 2,683 billion VND, reducing capital by more than 122 billion VND, a savings rate of 4.55%.

The estimated projects that must be cut are mainly shortcomings in the work.construction survey; technical design is not in accordance with standards and regulations, construction volume calculation is not suitable, leading to incorrect estimate value calculation.

Through appraisal, inspection and acceptance, the construction industry has promptly detected and corrected limitations in design documents and design estimates, contributing to preventing many risks to construction quality.

Currently, the management of construction investment in Nghe An has been innovated and strengthened according to the provisions of the Construction Law and its guiding documents. This has contributed to improving the quality of construction works, preventing loss and waste, and improving the efficiency of capital use.

However, there are still shortcomings such as: some districts choose design consultants with weak capacity, so there are many shortcomings in the process of making documents. Investors and contractors participating in construction projects have not fully and seriously complied with regulations on quality management such as: Sending notice of commencement to specialized construction agencies to have the construction process inspected according to regulations.

The inspection of the actual capacity of contractors compared with the bidding documents; the assessment and acceptance of materials before putting them into use are not complete; the composition of the construction work acceptance is not in accordance with regulations. There are still some projects using materials that are not in accordance with the design; the construction does not ensure technical and aesthetic requirements. The project is put into operation but the acceptance work has not been completed...

The inspection of acceptance work by state management agencies according to the decentralization of some units has not met the requirements, many projects have not been inspected during the construction process to promptly detect and correct errors and violations. Maintenance work has not been given due attention, many projects have not been maintained or not maintained according to regulations, so the projects quickly deteriorate and reduce their lifespan after being put into operation and use...
