In 2016, the Department advised the Provincial People's Council and People's Committee to issue and approve 8 decisions and 1 resolution on the state management fields of the sector, including: Regulations on management and shared use of technical infrastructure works in Nghe An province; project to ensure clean water supply in Nghe An province until 2020; new construction prices of houses and works as a basis for determining compensation, support and resettlement values ​​when the State recovers land in 2017 in the province; regulations on management of construction investment projects in the province; regulations on construction, management and use of cemeteries and crematoriums in the province; regulations on granting construction permits; regulations on decentralization of state management of construction quality; Plan to perfect specialized project management boards and regional project management boards according to the provisions of the Construction Law; Resolution on a number of policies to support social housing construction investment projects in the province.

In addition to the legal documents that have been issued and approved, the Department has completed 3 draft legal documents that are currently being submitted to the Provincial People's Committee for consideration and approval in January 2017, including: Price framework for selling, renting, and purchasing social housing invested in and built by households and individuals in the province; Regulations on rental price list for public housing and old state-owned housing that have not been renovated and built in the province; Regulations on assignment and decentralization of construction planning management in the province.

Construction investment management has been innovated and strengthened according to the provisions of the 2014 Construction Law and its implementing guidelines, which have contributed positively to improving the quality of construction works, preventing loss and waste, and improving the efficiency of investment capital use. The appraisal of regional construction planning, urban planning, rural construction planning, and specialized technical infrastructure planning has received attention and achieved many new results. Housing development, focusing on social housing according to the National Housing Development Strategy, continues to be promoted, increasingly meeting the housing needs of the people (currently the total area of ​​social housing in urban areas reaches 68,189 m2).

In particular, in 2016, the industry strengthened the management of construction material development on the basis of compliance with planning, maintaining the stability of the cement market and key construction materials, and continuing to promote the development of unburnt construction materials. The Department of Construction advised the Provincial People's Committee to complete the Steering Committee for Cement Development in Nghe An Province, in which the Director of the Department of Construction (Vice Chairman of the Vietnam Cement Association) is the Standing Vice Chairman of the Steering Committee. The Department resolutely directed and advised on the completion of phase 1 of Song Lam Cement Plant with a capacity of 4.5 million tons/year, continuing to implement phase 2 with a capacity of 4.5 million tons/year. By the end of 2016, the total capacity of cement plants in the province reached 6.5 million tons/year (Hoang Mai Cement Plant 1.4 million tons/year; Song Lam I Cement Plant 0.6 million tons/year; Song Lam Cement Plant 4.5 million tons/year). By 2020, with the completion of phase 2 of Song Lam Cement and Tan Thang Cement, the total cement output in the province will reach over 12 million tons/year, exceeding the target set by the Resolution of the 18th Nghe An Provincial Party Congress.
