Pensions and social insurance benefits of retired commune officials increased by 7.19%
Circular 09/2019/TT-BNV of the Ministry of Home Affairs, effective from August 1, 2019, guides the adjustment of monthly allowance levels from July 1, 2019 for retired commune officials.
According to the provisions of this document, the levelpension, social insurance benefits and monthly allowances for retired elderly commune officials will increase by 7.19% on the subsidy level.
Formula for calculating monthly allowance from July 1, 2019 = allowance received at June 2019 x 1.0719.

The monthly allowance for retired old communal officials, former Party Committee Secretaries and Commune People's Committee Chairmen will be more than 2.1 million VND/month. For officials who were former Deputy Secretaries, Vice Chairmen, Standing Party Committee Members, Secretary of the People's Committee, Secretary of the Commune People's Council, Commune Team Leader, Commune Police Chief... it is more than 2 million VND/month. The remaining positions receive more than 1.8 million VND/month.
Increase subsidies and allowances for people with revolutionary contributions
Effective from August 15, Decree 58 of the Government stipulates the level of subsidies and preferential allowances for people with revolutionary contributions.
According to this decree, the standard level to determine the subsidy and preferential allowance for people with revolutionary contributions is 1.624 million VND, 109,000 VND higher than the current level.
Specifically, for war invalids, people who enjoy the same policy as war invalids will receive a minimum subsidy of VND 1,094 million and a maximum of VND 5,207 million.
Class B war invalids are subsidized a minimum of VND904,000 and a maximum of VND4,308 million.
Disabled soldiers and category B disabled soldiers with a working capacity reduction of 81% or more and especially severe injuries will receive a pension of 1.67 million VND. Disabled soldiers will receive a minimum pension of 1.695 million VND and a maximum of 2.086 million VND.
Temporary registration of specialized motorbikes is valid for 20 days
Circular 22/2019/TT-BGTVT, effective from August 1, 2019, requires that unregistered specialized motorbikes, when traveling on the road, must be temporarily registered and this certificate is valid for 20 days from the date of issue.
Accordingly, in case of first registration of a specialized motorbike, the dossier includes: Application for temporary registration certificate; Certificate of ownership of specialized motorbike (copy); Documents identifying the origin of specialized motorbike (copy) to the Department of Transport where the owner is registered as a permanent resident...
This Circular applies to agencies, organizations and individuals involved in the issuance, exchange and revocation of Registration Certificates and license plates for specialized motorbikes; it does not apply to the issuance, exchange and revocation of Registration Certificates and license plates for specialized motorbikes used by the military and police for national defense and security purposes.

People who have participated in health insurance for 5 consecutive years or more and have co-paid medical examination and treatment costs in the year greater than 6 months of basic salary (8.94 million VND) (except for cases of self-examination and treatment at the wrong medical facility) but have not been paid a co-paid amount greater than 6 months of basic salary;
- Health insurance card data is not provided or incorrect health insurance card information is provided;
- Patients who cannot present their health insurance card before being discharged from the hospital, transferred to another hospital during the day due to emergency, loss of consciousness, death, or lost their card but have not been reissued.
Micro-enterprises are supported 100% of legal consulting costs
Effective from August 16, Decree 55 of the Government stipulates that enterprises are supported with legal consultancy costs at levels corresponding to their scale of operation.
Accordingly, micro enterprises are supported 100% of costs, but not more than 3 million VND/year. Small enterprises are supported up to 30% of costs, but not more than 5 million VND/year. Medium enterprises are supported up to 10% of costs, but not more than 10 million VND/year...
The funding for legal support activities for small and medium-sized enterprises is guaranteed by the state budget and is arranged in the annual regular expenditure estimates of the state budget, based on the plan for implementing legal support activities for small and medium-sized enterprises of ministries, ministerial-level agencies, and provincial People's Committees.
Competing and pressuring tourists will be fined 1-3 million
Decree No. 45/2019/ND-CP of the Government on administrative sanctions in the tourism sector will take effect from August 1, 2019.
Accordingly, fines of 1-3 million VND will be imposed for competing for tourists or forcing tourists to buy goods or services; discriminating against tourists; or failing to properly report to competent State agencies as prescribed.
Fines of 3-5 million VND will be imposed for failure to promptly notify competent State agencies when detecting accidents or risks; failure to resolve recommendations and complaints from tourists within the scope of management; and illegal profiteering from tourists.
Fines of 15-20 million VND for failing to apply measures to ensure the life, health and property of tourists.
