He grew up in a family of patriotic Confucian scholars, his father was a Can Vuong scholar. From 1926 to 1945, he taught in many places. During this time, Hoang Ngoc Phach was the Head of the National Language Dissemination Committee in Bac Ninh and participated in the Viet Minh there.
