December 31, 1945:President Ho Chi Minh signed Decree No. 78-SL establishing the Construction Planning Research Committee, the predecessor of the Ministry of Planning and Investment, with members being all Ministers, Deputy Ministers, and specialized sub-committees, under the leadership of the Government Chairman.
