Tomorrow (May 11): The 12th Central Conference focuses on preparing personnel for the new term.
To select good personnel, we must start by limiting and ending opportunism, factionalism, disunity, embezzlement, and corruption.
Since the beginning of the 12th Congress, the work of Party building and rectification has achieved many successes, continuing to consolidate the people's trust in the Party and the government. The 13th Party Congress is approaching, a congress of generational transition, so we must select for the leadership apparatus individuals with courage, integrity, and recognition from the people. This is also one of the issues that the Central Committee will discuss and give opinions on at the 12th Conference of the 12th Party Central Committee, which will open on May 11.

In any revolutionary period, our Party always affirms that cadre work is subject to the provisions of political guidelines and serves political tasks; therefore, along with preparing political guidelines, we must actively prepare and implement organizational guidelines and cadre strategies. It is not by chance that Uncle Ho began preparing to establish the Party by training and educating cadres. He affirmed: "Cadres are the root of all work. All successes or failures are due to good or bad cadres"; "Cadre training is the root work of the Party".
According to General Secretary and President Nguyen Phu Trong, Head of the 13th National Party Congress Personnel Subcommittee, organizational and personnel work plays a key role in Party building and is an important link in all Party activities. Therefore, it is necessary to select cadres who have good moral qualities, are loyal to the Party, the Fatherland, and the people, and have intelligence, vision, strategic thinking, and both virtue and talent.
"To do so, we must truly promote democracy in discovering and introducing personnel, along with clearly defining the authority and responsibility of the relevant collectives and individuals, and strictly implementing the principle of democratic centralism, promoting the role and responsibility of the Party organization and the leader, opposing localism, familiarity with cronies, group interests, and avoiding simple, arbitrary and unprincipled ways of doing things. The elders have said, don't think that red is ripe, don't think that the appearance on the outside covers up the sloppiness on the inside without knowing, praise the discerning eye, must be discerning, heroic in guessing in the world. Now it's not developed, knowing the upcoming direction will make you good, doing an organization like that is good" - the General Secretary noted.
In reality, the issue of controlling power and preventing the abuse of power and position, and evaluating cadres well to select people with sufficient qualities, abilities and prestige for the new leadership is an extremely difficult story. Because the obvious lesson is still there as in 2017 - 2018. Public opinion was surprised when a number of high-ranking officials in Da Nang city, Ho Chi Minh city, the Ministry of Information and Communications, and the armed forces were caught up in the law, due to many violations. Strict sanctions have been imposed on violators. Thereby, the Central Committee also realized that many things need to be further rectified in personnel work.
Faced with this reality, General Secretary and President Nguyen Phu Trong, on behalf of the Politburo, signed and issued Regulation No. 205 “on controlling power in personnel work and combating the abuse of power and positions”. The issuance of a separate regulation on this issue in the context of preparing personnel for Party congresses at all levels and the 13th National Party Congress has shown the methodical, drastic and firm steps of the Party Central Committee in preventing and pushing back the clan mentality, the whole family holding official positions, creating group interests.
Therefore, to select good personnel for Party congresses at all levels, we must start by limiting and ending opportunism, factionalism, disunity, embezzlement and corruption. Party Central Committee Secretary, Director of the Ho Chi Minh National Academy of Politics Nguyen Xuan Thang, Chairman of the Central Theoretical Council, said that to do so, each cadre and Party member must "improve revolutionary ethics", take responsibility for self-training and self-cultivation, and set a good example for the masses.
"Reality shows that we can only succeed if cadres and party members regularly study, practice, and cultivate themselves every day, improve their revolutionary ethics, and eliminate individualism to become virtuous and talented people who are both red and professional. President Ho Chi Minh once said that a revolutionary must have ethics. Without ethics, no matter how talented they are, they cannot lead the people," Mr. Thang stated.
The 13th National Party Congress will be held at a time when our country has undergone 35 years of innovation, 30 years of implementing the Platform for national construction during the transition period to socialism (1991 Platform), including 10 years of implementing the Platform (supplemented and developed in 2011) and 10 years of implementing the 2011-2020 Socio-Economic Development Strategy, towards the 100th anniversary of the Party's founding in 2030 and the 100th anniversary of the country's founding in 2045.
In that context, preparing key leaders at all levels, especially at the strategic level, is extremely important. They must be people who are truly dedicated and have vision, who put the interests of the country and the people first and foremost, and who are the center to lead and direct the successful implementation of the goals and tasks set forth in the Resolution./.
