Nghe An: 32 "ships 67" have overdue debts

(Baonghean.vn) - Implementing Decree 67/ND-CP and the province's policy according to Decision 87/QD-UBND, up to now, Nghe An has had 104 credit contracts disbursed, ranking 3rd in the country in terms of the number of newly built 67 ships. However, overdue debts arising and at risk of spreading rapidly are causing difficulties for banks.

According to the State Bank of Vietnam, Nghe An branch,Loans for offshore fishing vessel construction under Decree 67 are a widely implemented program. Up to now, outstanding loans under Decree 67 in Nghe An are estimated at 802 billion VND with 104 vessels (including 90 wooden-hulled vessels, 9 iron-hulled vessels, 5 composite-hulled vessels), ranking 3rd nationwide (after Quang Tri and Binh Thuan).

However, up to now, there have been 32 ships with overdue debts, some of which have turned into bad debts and lack of cooperation from ship owners. That is the case of ship owner Tran Dinh Nhan in Quynh Lap commune, Hoang Mai town, who borrowed more than 10 billion VND but did not pay the debt, and now the whole family has moved to Da Nang city to live.

Mr. Cao Van Hoi - Deputy Director of the State Bank of Vietnam, Nghe An branch said: The debt of ship 67 is a difficult problem. If we are not determined, it will create a bad precedent for other ship owners and negatively affect the Government's major policies.

According to regulations, when customers borrow to build ship 67 and are charged overdue debt, they will not be supported with interest according to regulations. Therefore, the situation of overdue debt for ship 67 will continue to create difficulties for fishermen and credit institutions.

"The province needs to direct departments, branches and local authorities at all levels to coordinate with the banking sector to resolutely handle individuals and organizations that deliberately take advantage of and violate regulations when borrowing capital; require project owners to regularly grasp and coordinate with banks in the process of repaying bank loans on time according to signed credit contracts" - Mr. Hoi suggested.
