Nghe An: In 9 months, public investment budget from foreign loans reached over 52%
(Baonghean.vn) - In Nghe An, based on the loan capital sources according to the assigned plan, every month, the province has timely solutions for implementation and continuous inspection and supervision, so the disbursement results are quite good and higher than the national average.
On the morning of October 14, in Hanoi, the Ministry of Finance held a national online conference on "Disbursement of public investment capital from foreign loans of the Government in the first 9 months of 2020".
Chairing the conference from Hanoi was Mr. Truong Hung Long - Director of the Department of Debt Management and External Finance, Ministry of Finance.
Also attending were representatives of Departments and Divisions under the Ministry of Finance, ministries, branches and 61 connection points nationwide.
At Nghe An bridge, comrade Bui Dinh Long - Vice Chairman of the Provincial People's Committee chaired; representatives of relevant departments and branches participated.

In the first 9 months of the year, despite many efforts, the disbursement ratepublic investment capitalbelongforeign loansnot increased much compared to August 31, 2020. Total disbursement in 9 months reached VND 26,034 billion, an increase of VND 2,000 billion compared to August 31, 2020; total public investment sources formed from foreign loans only reached 32.43%.
The main reason for the slow disbursement of loans is that the number of projects requesting to adjust capital sources to the following year and return capital sources to the central budget tends to increase; procedures for signing loan contracts, inviting international bids or re-borrowing capital are still complicated.

At the conference, localities with high disbursement progress in September and some localities with many difficulties spoke about some lessons learned in disbursement; at the same time, made recommendations.Ministry of Financehave solutions to adjust and remove difficulties for loan projects; continue to negotiate with financial institutions and international credit organizations so that capital that cannot be disbursed in 2020 due to objective reasons of the Covid-19 pandemic or contract signing procedures can be transferred to the source for 2021...
In Nghe An,Based on the loan sources according to the assigned plan, every month, the province has timely implementation solutions and continuously checked and urged, so the disbursement results are quite good and higher than the national average.In the first 9 months of the year, Nghe An has disbursed 204.17 billion VND/plan assigned in 2020 which is 453.7 billion VND, if excluding 61.9 billion VND proposed to be returned to the central budget, the disbursement rate is 52.11%; foreign capital in 2019, the additional allocation is 265.68 billion VND, disbursed 126.99 billion VND/plan, reaching 47.8%; disbursed re-loaned capital from the Government's foreign loans is 43.302 billion/plan assigned is 134 billion VND, reaching 32.31%; disbursed foreign capital plan in 2019 extended to 2020 is 47.396 billion VND, reaching 32.02%...

From now until the end of the year, to complete the 100% disbursement target, Nghe An province will resolutely direct the acceleration of disbursement progress; at the same time, propose to central ministries and branches to adjust the medium-term plan for the period 2016-2020; approve the province's proposal to reduce and return to the Central Budget projects that no longer have demand and disbursement capacity. In addition, the province is allowed to review, transfer internally, and supplement the capital plan for the project Strengthening land management and land database; extend the disbursement time for the Phan Boi Chau High School for the Gifted project, phase 2 (due to the impact of the Covid-19 epidemic, it is expected that by December 31, 2020, the disbursement will reach 50%, so it will be transferred to the following year.
Concluding the conference, the representative of the Department of Debt Management and External Finance, Ministry of Finance directly responded to a number of recommendations from localities under its authority; at the same time, he said that he would accept recommendations and objective problems from localities regarding adjusting resources for the following year, contract signing procedures, international bidding... of project programs to submit to the Ministry of Finance, Ministry of Planning and Investment and the Government for consideration./.
