Nghe An discusses solutions for building smart cities
(Baonghean.vn) - The draft project to build a smart city in Nghe An province for the period 2018 - 2020, with a vision to 2025, consulted by the Vietnam Posts and Telecommunications Group, is new in both name and approach, and has received many different opinions.

The project proposes the vision, general goals and specific goals of the fields in the process of building Nghe An smart city. Accordingly, Nghe An builds a smart city through the application of information technology - telecommunications and other means to improve the quality of life, improve the efficiency of government operations, promote sustainable economic development and enhance competitiveness. By 2025, Vinh city will basically become a modern smart city.

The project also proposes specific goals and results when implementing smart cities in the following areas: e-government, agriculture, tourism, urban planning, education, healthcare, transportation, and environmental resources.
Smart city construction includes technological solutions in sync with other areas such as cultural, human, socio-economic development of each locality. In addition to complying with general principles in smart city construction in Vietnam, the project also proposes solutions in approaching and implementing smart city construction according to local practices.

However, this is a new project in both name and construction, so it has received many different opinions. Speaking at the meeting, many delegates said that it is necessary to clarify the concept, scope, scale, and interactive objects. To implement it, it is necessary to put the issue of people at the center and throughout; the project must pay attention to the advantages and characteristics of the province.
The representative of the Department of Construction said that the project must have specific solutions to solve 5 tasks when building a smart city, which are: management mechanism, information technology infrastructure, residential community, environment and should only focus on urban issues, not include agriculture in the project.
In addition, it is necessary to divide the implementation into phases, have a budget estimate and funding sources for implementation.

Affirming the necessity of the project, Vice Chairman of the Provincial People's Committee Le Ngoc Hoa said that smart urban areas are an inevitable trend, and good implementation of the project will create conditions to attract investment, develop tourism...
The Vice Chairman of the Provincial People's Committee emphasized that for the project to be feasible, it is necessary to synchronously integrate existing information technology projects... and select a number of locations to pilot the project according to local characteristics. Vinh City, Cua Lo Town, Thai Hoa, Hoang Mai, and Nam Dan need to be pioneers in this matter.
The agency in charge of the project is the Post and Telecommunications Department, which needs to receive the opinions of the delegates to complete the project and submit it to relevant departments and branches for consideration./.
