Nghe An commits to ensuring site clearance progress for North-South High-Speed ​​Railway Project

The North-South high-speed railway project through Nghe An requires site clearance of more than 519 hectares, affecting 2,150 households, of which 1,942 households must be resettled.

On the morning of October 23, Comrade Pham Minh Chinh - Politburo member, Prime Minister chaired the fourth meeting of the Steering Committee for key works and important national projects in the railway sector.

Attending the meeting were comrade Tran Hong Ha - Member of the Party Central Committee, Deputy Prime Minister.

Comrade Le Hong Vinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired at the location of Nghe An Provincial People's Committee.

Also attending were comrade Pham Hong Quang - Member of the Provincial Party Standing Committee, Director of the Department of Construction and related departments, branches and localities.

1,450 billion VND for resettlement arrangement

The meeting focused on assessing the implementation of projects including: Lao Cai - Hanoi - Hai Phong railway; Hanoi - Lang Son and Hai Phong - Mong Cai railways; North - South high-speed railway project; and urban railway projects in Hanoi and Ho Chi Minh City.

Regarding Nghe An, the high-speed railway line on the North-South axis passing through the province is about 85.5 km long, the project route is mainly located between the North-South expressway and National Highway 1.

The project passes through 18 communes and wards including: Hoang Mai, Quynh Van, Quynh Son, Quynh Luu, Hung Chau, Duc Chau, Quang Chau, Minh Chau, Dien Chau, An Chau, Tan Chau, Dong Thanh, Than Linh, Nghi Loc, Yen Trung, Hung Nguyen, Hung Nguyen Nam and Lam Thanh. Vinh Station is the main railway station located in Hung Nguyen commune, west of Vinh bypass and east of North-South expressway; of which, 16/18 communes and wards implement resettlement arrangement.

The total area that needs to be cleared for the project in the province is more than 519 hectares, with a cost of about 6,397 billion VND. The project affects about 38 residential areas, involving 2,150 households, of which 1,942 households must be resettled. The whole province plans to form 41 resettlement areas, with a total area of ​​nearly 103 hectares, with an implementation cost of about 1,450 billion VND.

Identifying the implementation of the high-speed railway project as a very important political task, with the highest sense of responsibility, the Provincial Party Committee has established a Steering Committee and a Project Site Clearance Support Team. The Provincial People's Committee has also issued a Site Clearance Plan, coordinated the implementation and exploitation of land funds in the vicinity of the project railway station.

Reporting at the meeting, with the view that site clearance work needs to be proactive and one step ahead, Chairman of Nghe An Provincial People's Committee Le Hong Vinh said: 16 communes and wards have all been approved in principle to survey and select resettlement locations; 14/16 communes and wards have approved the detailed planning task of resettlement areas, and 2 localities are still collecting opinions.

In addition, 3 communes and wards have approved detailed plans for resettlement areas, 5 communes and wards have completed detailed plans and are publicly collecting opinions from the community. 5 communes have selected consulting units to prepare detailed resettlement plans. At the same time, the province is focusing on investment preparation and is conducting surveys to prepare technical economic reports.

"Nghe An will ensure the progress of site clearance for construction according to the general schedule directed by the Prime Minister," Chairman of Nghe An Provincial People's Committee Le Hong Vinh affirmed the province's commitment to the Prime Minister and the Steering Committee.

Promote the spirit of self-reliance and self-improvement

Concluding the fourth meeting of the Steering Committee for key works and important national projects in the railway sector, Prime Minister Pham Minh Chinh especially paid attention to promoting the spirit of self-reliance, self-strengthening, proactiveness, positivity, flexibility, creativity and responsibility for work.

Reviewing the tasks implemented since the third meeting of the Steering Committee, Prime Minister Pham Minh Chinh welcomed ministries, branches and localities for their proactive and active implementation of key railway projects, contributing to maintaining progress and creating clear changes in investment preparation work.

However, the upcoming tasks are very heavy, Prime Minister Pham Minh Chinh requested a unified viewpoint, persistently and firmly adopting the approach of technology transfer and gradually mastering technology for sustainable development; not only developing high-speed railways but also developing subways and high-speed railway ecosystems, contributing to industrialization and modernization.

Prime Minister Pham Minh Chinh requested ministries, branches and localities to continue to mobilize maximum resources, especially cadres and civil servants with high qualifications, capacity and sense of responsibility; focus on removing difficulties and obstacles, especially institutional barriers and administrative procedures, and minimize cumbersome processes that hinder project implementation progress.

In assigning and organizing implementation, he requested to ensure "6 clarity": clear people, clear work, clear time, clear responsibility, clear authority and clear results; deploying work in the spirit of "3 easy": easy to check, easy to urge, easy to evaluate.

The Head of Government also emphasized the principle of "3 yes": Beneficial for the State, beneficial for the people, beneficial for businesses and "2 no": No corruption, negativity and no loss or waste of public assets, people's money and the State's money in the process of implementing projects.

In particular, the Prime Minister emphasized the need to continue promoting the spirit of solidarity and strengthening close coordination among agencies in the political system, between the central and local levels, as well as among investors, contractors and consulting units.

At the same time, the Prime Minister suggested seeking the consensus and support of the people, especially in compensation, support and resettlement. Localities must pay special attention to the lives of affected people, closely coordinate with the Army and Police in supporting relocation and resettlement. In implementing the project, it is necessary to ensure the right progress and regulations, but most importantly, it is necessary to take good care of the people, the new residence must be at least equal to and better than the old one.

Regarding the North-South High-Speed ​​Railway Project, the Prime Minister requested relevant ministries and branches to urgently complete procedures and announce a set of standards, regulations, and technical processes; complete reports on investment forms, criteria for selecting investors, and mechanisms and policies; and select consulting units.

Along with that, Vietnam Electricity Group (EVN) is required to accelerate site clearance and relocation of technical infrastructure according to the approved plan. Localities need to urgently review and report capital needs, ensuring the progress of project implementation according to instructions.
