Nghe An: Only 30% of foreign language teachers meet 10-year program standards

(Baonghean.vn) - On the morning of November 2, the Department of Education and Training held a conference to review 5 years of implementing the Plan "Teaching and learning foreign languages ​​in Nghe An province for the period 2010-2020".

By the end of the 2015-2016 school year, the province had over 1,000 primary, secondary and high schools teaching foreign languages ​​with over 511,000 students participating. Nghe An education sector has also organized training and testing for over 2,000 foreign language teachers and lecturers, of which about 650 teachers have obtained foreign language proficiency certificates.

From 2011 to present, 100% of Nghe An students participating in the national English competition have won prizes, most of them winning 3rd prize or higher. In addition, foreign language teaching equipment at all levels has also been strongly invested, creating favorable conditions to improve the quality of foreign language teaching and learning.

However, besides that, the teaching and learning of foreign languages ​​in the province still has many shortcomings, especially in the implementation of the new English program according to the project of Teaching and Learning Foreign Languages ​​in the period of 2008 - 2020. Currently, the rate of learning English according to the 10-year English program is still very low, of which at the primary level it is 34.8%, at the secondary level 7.99% and at the high school level 0.21%. In particular, the number of teachers with the capacity standards to teach the 10-year program is only about 30% compared to the requirements and the facilities are not guaranteed.

Based on the existing problems and difficulties, speaking at the conference, Vice Chairman of the province Le Minh Thong requested that localities need to analyze and dissect the problem to gradually resolve and improve the quality of foreign languages ​​in schools.

Aiming for the goal of Nghe An having enough qualified teachers and necessary foreign language equipment by 2020, comrade Le Minh Thong requested the Department of Education and Training to continue to synchronously implement measures to improve the quality of foreign language teaching in schools.

In particular, attention should be paid to training foreign language teachers; strengthening testing and quality control of foreign language teachers at all levels. The implementation process should not focus on achievements or equipment purchases but on methods and effectiveness.

Regarding current shortcomings, especially the assignment of staff to foreign language teachers, the Vice Chairman of the Provincial People's Committee requested the education sector to carefully calculate, based on the total staff for the entire sector, to avoid the situation of redundant teachers.

The Department of Education and Training also needs to advise on building mechanisms and policies to encourage the teaching and learning of foreign languages ​​in schools. Try to increase the number of teaching periods in schools through socialization and avoid the widespread situation of extra classes, which affects the health and recreational activities of students./.
