Nghe An directs to promote the implementation of 11 key tasks to ensure security and order

The plan was signed by Standing Deputy Secretary of the Provincial Party Committee Nguyen Van Thong, with the content requiring the implementation of Conclusion No. 15-KL/TW dated September 30, 2001 of the Secretariat on continuing to promote the implementation of Directive No. 46-CT/TW dated June 22, 2015 of the 11th Politburo on strengthening the Party's leadership in ensuring security and order in the new situation.

The plan sets out 11 key tasks as follows:

1.Party committees and organizations at all levels continue to thoroughly grasp and fully and deeply understand the importance of ensuring security and order in the new situation; focus on leading, directing and strengthening inspection and supervision to ensure effective implementation of the Party's guidelines and policies, the State's policies and laws on security and order; identify this as an important and regular political task of the entire political system and the whole society; promote the role, responsibility and self-awareness of cadres and party members, especially leaders in ensuring security and order. Pay attention to training and fostering knowledge of security and order for key cadres in conjunction with promoting propaganda, education, dissemination and raising awareness of law compliance among the people.

Focus on leading, directing research, developing long-term projects and plans for security and order assurance and specifying them at each time, each locality and field. In particular, when complex situations arise, there must be a high level of concentration, unity and consistency in command, direction and close, timely and effective coordination in accordance with the 4 on-site motto: "On-site command, on-site forces, on-site means and on-site logistics".

2.Improve the quality of situational awareness work, promptly analyze, evaluate, forecast and accurately handle information that has an impact on national security and social order and safety. On that basis, proactively propose solutions, handle them promptly and decisively, and prevent the emergence of complicated problems and "hot spots". At the same time, strengthen exchanges and coordination with relevant ministries, departments, branches and agencies to proactively handle strategic information related to national security and interests, ensuring consistency, accuracy, timeliness and suitability to the local situation and practical conditions.

3.Firmly protect internal political security. Organize to thoroughly grasp and strictly, strictly and promptly implement the Party's regulations and the State's laws on internal political protection. Further enhance the responsibility of Party committees and authorities at all levels in reviewing planning, perfecting personnel, and protecting internal politics, especially key cadres and cadres working in agencies and units with important and confidential departments.

Regularly strengthen party organizations and authorities at all levels, especially in places with “hot spots” of security and order; effectively resolve complicated internal issues, petitions, complaints, denunciations, disputes, strikes, and work stoppages. Review, supplement, and strictly comply with regulations, rules, and working procedures of party committees, party organizations, and authorities at all levels regarding the management of cadres and party members, and the protection of state secrets and internal secrets.

Promote the role of Party organizations and Party members, especially leaders, in promptly detecting and strictly handling Party members who violate Party principles, things Party members are not allowed to do, disciplining statements, negative manifestations, degradation in political ideology, ethics, lifestyle, "self-evolution", "self-transformation". Focus on providing information, mobilizing, taking advantage of, and consolidating evidence, handling according to regulations those who have acts of opposing the Party and the State. Proactively prevent and combat plots, internal infiltration activities, planting spies, influencing, and internal transformation of hostile and reactionary forces.

4.Ensure network safety and security, especially electronic information systems of party and state agencies, and key information systems; proactively prevent and combat cyber attacks and cyber espionage. Enhance the effectiveness and efficiency of state management of information and communications, especially the Internet. Strictly control business and commercial activities in cyberspace.

Focus on investing in technical facilities, gradually modernizing means and technical equipment to serve the work of ensuring network information security and safety. Improve the quality of human resources and experts in ensuring network information security.

Diversify propaganda measures to orient public opinion; promote foreign information and propaganda activities... to avoid being passive on the traditional front. Focus on directing and proactively doing a good job of monitoring, detecting, combating and refuting distorted, inciting and destructive information on cyberspace. At the same time, proactively collect and consolidate documents and evidence, resolutely and strictly handle subjects who spread false and distorted information, cause public confusion, propagate against the Party and State, and infringe upon the legitimate rights and interests of organizations and individuals.

6.Develop and strictly implement regulations and rules to ensure security in policy-making agencies, corporations and large economic enterprises. Closely link economic development tasks with socio-cultural and security-defense tasks. Take measures to overcome loopholes and shortcomings in the promulgation and implementation of economic development policies and state management of security and order.

Conduct a comprehensive review, develop effective plans and solutions to ensure security and national interests for foreign investment projects in areas sensitive to national defense and security. Strictly implement the coordination mechanism between sectors and forces, in which the Public Security and Military forces play a key role in assessing security and order for international cooperation programs, projects, and foreign investment projects in the area, especially in strategic and key areas. Organize inspections, checks, and strictly handle projects that do not fulfill their commitments, are ineffective, wasteful, or cause environmental pollution.

7.Grasp the situation, proactively develop, review and perfect plans to ensure domestic security, religious and ethnic security; handle early and remotely all potential complex factors regarding security and order; resolutely prevent protests and riots; absolutely protect the security and safety of key targets and projects. Fight to disintegrate illegal associations and groups, and prevent the formation of domestic opposition political organizations. Proactively attack and suppress crimes, focusing on organized and transnational crimes; crimes that take advantage of natural disasters and epidemics; drug-related crimes; crimes that violate economic management order; crimes in the fields of information technology and telecommunications networks; environmental crimes; crimes that violate human life, health, dignity and honor; new types of crimes and social evils arising related to the Covid-19 pandemic... Strengthen security in workers' quarters, economic zones and industrial parks; Strengthening the security, safety and healthy environment, maintaining a peaceful life for the people and developing the country's socio-economy.

8.Create strong and substantial changes in building and developing the movement of the entire people to protect national security, consolidate the "people's hearts" in security and order work. Further strengthen the great national unity bloc; promote the people's strength in the cause of protecting security and order, fighting against crime and local movements.

Timely information on international and domestic situations, security and order situations, plots, methods and tricks of sabotage activities of hostile and reactionary forces and all types of criminals; providing information to orient ideology, awareness and public opinion. Thereby, aiming to raise awareness, strengthen trust as well as encourage and motivate people to actively participate in the fight against crime, ensure security and order, and repel negativity and evil.

Focus on doing well social security work, solving employment, eliminating hunger and reducing poverty, especially in mountainous, border and ethnic areas... Strictly implement regulations on receiving citizens, dialogue with people, handling and resolving complaints, denunciations, reflections and recommendations of people; focus on doing well mediation work at the grassroots level in conjunction with mass mobilization work.

Focus on summarizing implementation, researching theories on new perceptions and thinking in protecting national security, clarifying the connotation of the concept of human security, the people's heart posture associated with the people's security posture, the all-people national defense posture, creating a solid foundation for effectively organizing and implementing the work of ensuring security and order.

9.Strengthen the work of preventing and combating corruption and negativity; closely combine active prevention with proactive detection and strict and timely handling of corrupt and negative acts; link the fight against corruption with the fight against negativity, prevent and repel the degradation of political ideology, ethics and lifestyle.

Resolutely, regularly, comprehensively and synchronously deploy the work of inspection, supervision, investigation, prosecution, trial, execution of judgments, early detection and strict handling of corruption and negative cases; resolutely recover corrupt assets; prevent and not let law violators flee abroad. On that basis, direct and urge party organizations to overcome violations and shortcomings that have been inspected and concluded. Promptly handle and replace leaders and managers when there are signs of corruption and negative acts; strictly handle officials who harass, extort, and cause trouble for people and businesses. Gradually expand the scope of corruption prevention and control to the non-state sector.

10.Continue to expand international cooperation on security, crime prevention and control, especially with Laos, thereby strengthening and consolidating strategic trust, expanding foreign cooperation, defense and economic development, enhancing the position and prestige of the country and the province. At the same time, proactively prevent early and from afar risks and challenges that threaten security and order in the area.

11.Increase resources for ensuring security and order. Focus on increasing the force and facilities for the police force at the grassroots level, especially at the commune level, to promptly resolve complex security and order issues that arise from the beginning and at the grassroots level.

The Plan also assigned specific tasks to Party committees, Party organizations, authorities, departments, branches, sectors, and unions at all levels; at the same time, it required that based on this Plan, plans for implementation in their sectors, units, and localities be developed.
